1. Call to Order/Roll Call
A regular meeting of the City Council of the City of Commerce City was called to
order by Mayor Ford on August 17, 2015, at 6:00 PM.
Present: 9 - Mayor Sean Ford , Council Member Jim Benson, Council Member Rick A.
Teter, Council Member Crystal Elliott, Council Member Steven J. Douglas,
Council Member Andrew Amador, Council Member Jadie Carson, Council
Member Jason McEldowney and Mayor Pro Tem René Bullock
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Audience Introduction
The audience introduced themselves.
4. Proclamations and Recognitions
Proc 15-23 Proclamation declaring August 17-21, 2015, as Safety Net Clinic
Week in Commerce City.
City Attorney Gehler read a proclamation declaring August 17-21, 2015 at Safety Net
Clinic Week in Commerce City.
A motion was made by Mayor Pro Tem Bullock, seconded by Council Member
McEldowney, that this Proclamation be approved. VOTE:
5. Citizen Communication
Tony DeVito, 4201 E. Arkansas Ave., Denver, CO 80222, I-70 East Project Director
For the Colorado Department of Transportation (CDOT), spoke about upcoming
milestones for the project.
Michael Cheroutes, 4201 E. Arkansas Ave., Denver, CO 80222, CDOT's Director of
the High Performance Transportation Enterprise, spoke about the role of public
private partnership financing in the project.
Carmen Luna, 6450 Monaco St., inquired about the process of allowing backyard
chickens.
Reyna Soria, 7191 Pontiac St., and members of the Azteca Soccer Club thanked city
council, community and staff for providing improved field access.

Guillermo Serna, 14122 E. 102nd Pl., stated the process for providing field access for
youth has improved, and thanked Kroenke and city staff.
6. Approval of Minutes
Min 15-59 Meeting minutes of May 18, 2015
A motion was made by Council Member Douglas, seconded Council Member
Amador, to allow Mayor Ford to abstain for voting on the minutes of May 18, 2015,
because of his excused absence.
VOTE: 8 aye, 1 abstain (Ford)
A motion was made by Council Member Douglas, seconded by Council
Member Amador, that the minutes be approved. VOTE:

CODE WHICH CONTAINS CERTAIN SEPARATION
REQUIREMENTS FOR THE CO-LOCATION OF MARIJUANA
BUSINESSES
A motion was made by Mayor Pro Tem Bullock, seconded by Council Member
Amador, that this Ordinance be introduced by council as seated and approved
on first reading. VOTE:

10. Presentations
Pres 15-406 Tower Road Widening Project - Lighting and Landscaping Review
Public Works Director D'Andrea presented follow-up information to council members
on the Tower Road project.
Council's questions included:
-the inclusion of the tree lawn and responsibility for adding them
-the separation of bike and roadway lanes and the reflectors on curb to delineate
median
-inclusion of shade trees at the benches located at the rest stops
-ithe cost differentials for median height to add more visual interest.

Human Resources Director Blakeman presented the department's proposed budget
for 2016.
Director of Community Development Chris Cramer presented the department's
proposed budget for 2016. Council requested a review of the increase of permits and
the need for additional personnel in the future.
Interim Information Technology Doug Hindman presented the department's proposed
2016 budget. Council inquired about the market rate for GIS interns to assist the
department.
City Attorney Gehler present infomation about the city attorney's office budget for
2016.
Controller Guardiola presented information on the finance departmen'ts 2016 budget.
Council inquired about health insurance increases.
City Manager McBroom present imformation on the proposed 2016 department
budget.
Public Works Director D'Andrea present the proposed 2016 budget. Council asked
questions about the trash and recycling savings. Council also inquired about the
hiring process for the new city engineer position.
Chief of Police Smith present information on the 2016 department budget. Chief of
Police Smith discussed the new project to provide all officers with body cameras.
11. Administrative Council Business
Mayor Pro Tem Bullock expressed concern for the lack of part-time employee
recognition as part of the August employee recognition efforts and the need to
recognize them as well. Mayor Pro Tem Bullock announced the beginning of the
Leadership Commerce City program this week and encouraged participation.
Councilwoman Elliott acknowledged the work of city staff for last week's
Neighborhood Outreach and stated that she had received many compliments from
residents. Councilwoman Elliott addressed the traffic and lighting concerns regarding
the intersection at 64th and Olive.
Councilman Douglas requested an economic development committee comprised of
councilors and residents to focus on retail and ongoing commerce needs. Additionally
Councilman Douglas requested staff to investigate a partnership with E-470 to allow
residents to use the toll road during the Tower Road construction project.
Councilman Benson expressed concern about the lack of progress on the former Mile
High Greyhound Park redevelopment project. Councilman Benson requested a
property appraisal.
Councilman Benson moved to authorize staff to conduct a property appraisal for the
Mile High Greyhound Park. Motion died for lack of second. Mayor Ford requested
that staff answer of the concerns of Councilmen Benson.
Mayor Ford requested approval for the Leadership Exchange (LEX) travel request.
Councilman Benson moved and Councilman McEldowney seconded to approve
Mayor Ford to attend the Leadership Exchange (LEX).

15-61 Letter(s) of Support - GoCo Inspire Initiative
Mayor Pro Tem Bullock moved and Councilman McEldowney seconded to support
letters for the GoCo initiative.

12. Reports
City Manager McBroom highlighted items from his weekly city manager report
provided to council earlier.
Council members reported on meeting and events from the previous week.
13. Adjourn
In accord with the city charter, the city attorney read the title to all ordinances and
resolutions adopted by Council at this meeting.
