1. Call to Order/Roll Call
A regular meeting of the City Council of the City of Commerce City was called to
order by Mayor Ford on October 19, 2015, at 6:05 PM.
A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Teter
to excuse Council Member Carson from tonight's meeting.
VOTE: 8 aye, 1 excused (Carson)

office to provide information on upcoming events.
5. Approval of Minutes
Min 15-79 Special Meeting minutes of August 31, 2015
A motion was made by Council Member Bullock, seconded by Council Member
McEldowney, to allow Council Members Benson and McEldowney to abstain from
voting on the meeting minutes of August 31, 2015, because of their excused
absence.
VOTE: 8 aye, 1 excused (Carson)
A motion was made by Council Member Amador, seconded by Council Member
Teter, that the minutes be approved. VOTE:

7. Public Hearings
Res 2015-36 RESOLUTION ADOPTING THE 2016 BUDGET AND
CERTIFICATION OF THE MILL LEVY FOR THE CITY OF
COMMERCE CITY.
Mayor Ford opened the public hearing.
Finance Director Carstens gave a brief presentation on the proposed 2016 budget.
The total projected revenues and expenditures are $68,555.277.
No one from the audience came forward to speak on the budget and the public
hearing was continued to November 2, 2015.
A motion was made by Council Member McEldowney, seconded by Mayor Pro
Tem Bullock, that this resolution be continued. VOTE:

8. Presentations
Pres 15-499 Recreation Center Projects Update
CH2M Hilll Representative Scott Hergenrader gave a brief update on the recreation
centers programming. Key success factors identified by stakeholders include:
community engagement, transparancy, timliness and budget, equity between the
facilities, flexibility, forward thinking, and sustainability. Community input came in the
form of public meetings and web-based and paper surverys. There were over 800
respondents to the surveys, evenly distributed between the two school districts.

Feedback included the need for additional locker rooms and spectator seating at the
existing recreation center, community space, core amenities, and multi-functional
areas at the new recreation center. These critical success factors will be incorporated
into the design RFP.
9. Administrative Council Business
Council member Benson wanted to ensure that Council member Douglas can attend
the E-470 meeting in his absence.
Council member Amador stated he is receiving complaints about potholes at 87th
and Willow.
Deputy City Manager Hayes stated that there is a scheduling conflict between the
police department badge and honor ceremony and the council retreat.
A motion was made by Council Member McEldowney, seconded by Mayor Pro Tem
Bullock, to reschedule the retreat to one day, January 23, 2016.
VOTE: 8 aye, 1 excused (Carson)
Council member Elliott asked for information regarding trailer homes being brought
into 6900 Highway 2.
Council member Douglas asked how far along 112th would asphalt be laid to
accomodate the large trucks related to ongoing infrastructure work. Mr. Douglas
asked about weight restrictions on 68th between Colorado and Dahlia and for an
update on the progress of a pedestrian ramp between Heartland and King Soopers.
Mayor Pro Tem Bullock has received complaints about road conditions on 60th
between Quebec and Walmart. He has also asked about the placement of bicycle
lanes along 60th Avenue.
10. Reports
City Manager McBroom provided council with highlights from his weekly report
emailed to them earlier.
Council reported on attending various meetings and events throughout the week.
11. Adjourn to NIGID Meeting
The meeting adjourned at 7:04 pm.
In accord with the city charter, the city attorney read the title to all ordinances and
resolutions adopted by Council at this meeting.
