1. Call to Order/Roll Call
A regular meeting of the City Council of the City of Commerce City was called to
order by Mayor Ford on Monday, April 4, 2016, at 5:00 PM.
A motion was made by Council Member Douglas, seconded by Council Member
Teter, to excuse Council Members Carson, Elliott, Bullock, and McEldowney from
tonight's meeting.
VOTE: 5 aye, 4 excused (Carson, Elliott, Bullock, McEldowney)
Present: 5 - Mayor Sean Ford , Council Member Rick A. Teter, Council Member
Steven J. Douglas, Council Member Andrew Amador and Council Member
Paolo Diaz
Excused: 4 - Council Member Jadie Carson, Mayor Pro Tem René Bullock, Council
Member Crystal Elliott and Council Member Jason McEldowney
2. Executive Session
16-25 An executive session pursuant to C.R.S. 24-6-402(4)(e) for the
purpose of negotiating the contract for the Interim City Attorney.
A motion was made by Council Member Diaz, seconded by Council Member
Douglas, that an executive session, pursuant to CRS 24-6-402(4)(e) for the
purpose of negotiating the contract for the interim city attorney, and pursuant
to CRS 24-6-402(4)(f) to discuss personnel matters, be held. VOTE:
Aye: 5- Mayor Ford, Council Member Teter, Council Member Douglas, Council
Member Amador and Council Member Diaz
Excused: 4- Council Member Carson, Mayor Pro Tem Bullock, Council Member Elliott
and Council Member McEldowney
3. Pledge of Allegiance
Mayor Ford announced that Council Members Elliott, Bullock, and McEldowney
arrived during the executive session.
The Pledge of Allegiance was recited.

The audience introduced themselves.
5. Proclamations and Recognitions
Proc 16-02 Arbor Day Proclamation and Tree City USA Recognition
City Attorney Gehler read a proclamation declaring April 16, 2016, as Arbor Day in
Commerce City.
Tony Jaramillo was present to accept the proclamation. Mr. Jaramillo announced
that the city has planted a tree in honor of Retiring City Attorney Bob Gehler for his
many years of service.
Angela Poulson with the Colorado Forest Service presented the city with a Tree City
USA Award. This is the 25th year that the city has received this award.
A motion was made by Mayor Pro Tem Bullock, seconded by Council Member
Teter, that this proclamation be approved. VOTE:

Proc 16-08 Proclamation declaring April as Child Abuse Prevention Month
City Attorney Gehler read a proclamation declaring April 2016, as Child Abuse
Prevention Month in Commerce City.
A representative from the Ralston House was present to accept the proclamation.
A motion was made by Council Member Amador, seconded by Council Member
Diaz, that this proclamation be approved. VOTE:

Member Elliott, Council Member McEldowney, Council Member Douglas,
Council Member Amador and Council Member Diaz

Proc 16-09 Proclamation for National Crime Victim Rights Week
City Attorney Gehler read a proclamation declaring the week of April 10, 2016, as
National Crime Victims Rights Week.
Interim Chief of Police Richardson and Victim Services Coordinator Messina were
present to accept the proclamation.
A motion was made by Council Member McEldowney, seconded by Council
Member Elliott, that this proclamation be approved. VOTE:

6. Citizen Communication
Orval Lewis, asked about the advancement of the police chief to interim deputy city
manager.
David Foster, 360 S. Garfield, Denver, addressed Mr. Gehler and thanked him for his
years of service.
Shirley Henni, 6390 Olive St., expressed concern with speeding along 64th Avenue.

9. Presentations
Pres 16-242 Presentation recognizing the service of City Attorney Robert Gehler
Mayor Ford and council shared stories and recognized Mr. Gehler for his 48 years of
service to the community.
A motion was made by Mayor Pro Tem Bullock, seconded by Council Member
McEldowney, to approve a proclamation declaring April 4, 2016, as Robert R. Gehler
Day in recognition of his service to the councils and the community.
VOTE: 8 aye, 1 excused (Carson)
A motion was made by Council Member Teter, seconded by Council Member
Amador, to approve Resolution 2016-55 naming the city council chambers as the
Robert R. Gehler City Council Chambers.
VOTE: 8 aye, 1 excused (Carson)
