Approval of Minutes Min 16-57 Meeting Minutes of June 6, 2016 A motion was made by Council Member Teter, seconded by Council Member Douglas, to allow Council Member Elliott to abstain from voting on the minutes because of her excused absence. Presentations Pres 16-444 Adelante Community Development Update Maria Gonzalez appeared on behalf of the organization to give a brief presentation This organization began several years ago to provide resources to the Latino business community. She reviewed their mission, vision, and values. The organization's main focus is within Adams County and membership opportunities range from $10 to $2,500. Future planning includes: hiring an executive director, developing a business education program, developing a strong workforce, and finding building space. Pres 16-370 Marijuana Licensing Update City Clerk Laura Bauer provided council with an update on the marijuana licensing program that went into effect June 2015. The city has received a total of 25 license applications from 15 applicants in this first year, and of those, four licenses have been issued. Pres 16-406 CDBG Consolidated Plan Update Planning Manager Steve Timms stated that the city hired a consultant to assist in the development of the city's first consolidated plan. As of July 1, 2016, a draft plan has been available for public review and comment. Action plans will be developed based on community input and council review. HUD representatives have recommended Commerce City limit the number of first-year projects because this is a brand new program and the organizational reporting structure is not yet in place. Pres 16-434 Police Department Update City Manager McBroom said that Interim Police Chief Richardson will be providing an update to council on the four initiatives introduced in January 2016. Those initiatives are: advance citizen advisory board, formally request assistance from the department Commerce City Page 4 City Council Meeting Minutes - Final July 18, 2016 of justice, implement body worn cameras, and hire a part-time investigator to re-open some old sex assault cases. Interim Police Chief Richardson provided council with an update on the police department. Chief Richardson stated that of the 102 allocated sworn positions, there are five vacancies, and of the 27 allocated non-sworn positions there are six vacancies. Officers continue to work 12-hour shifts. Applications for the citizen advisory committee have been slow, but are coming in and the application deadline has been extended. A letter to the department of justice has been prepared for Mayor Ford's signature and the body worn camera program went live on July 1st. Two part-time investigators were brought on board to review the old sex assault cases and they are currently working on four cases. City Manager McBroom stated that Interim Police Chief Richardson, Interim Deputy City Manager Smith and himself met with local representatives of the department of justice this spring. The department of justice is offering a new program called C.O.P.S. that is advisory in nature. C.O.P.S. stands for Community Oriented Policing Services and City Manager McBroom believes the city would be eligible for the program. A motion was made by Council Member Carson, seconded by Council Member McEldowney, to allow Mayor Ford to sign a letter requesting the department of justice conduct an assessment of the police department. VOTE: Unanimous; all present affirmed 10. Administrative Council Business A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Amador, to start the August 15, 2016, business meeting at 7:00 pm to allow council the opportunity to attend the Turnberry Park grand opening. VOTE: Unanimous; all present affirmed A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Teter, to approve Council Member Amador's request to attend the Sabor event with the cost of tickets coming out of discretionary funds. VOTE: Unanimous; all present affirmed A motion was made by Council Member McEldowney, seconded by Council Member Amador, to approve Mayor Pro Tem Bullock's request to attend a conference in Breckenridge with the registration fee coming out of council's travel budget. Council Member Douglas inquired about the property ownership between the Walgreens, off Vasquez, and the neighboring business. There are ruts in the road making it difficult for vehicles to maneuver through that area. Mr. Douglas asked about construction activities at 120th and Sable across from the truck stop, why a television was no longer available at the Buffalo Run Golf Course pro shop, why the beverage carts could not accept debit/credit cards, and the Bison Grill getting the "Sunday Ticket." Council Member Amador asked about a speed study at Kearney and 61st. He also asked about the delay in closing out the Paradice Pool project. Interim Director of External Affairs Halstead stated that the public art financing piece Commerce City Page 5 City Council Meeting Minutes - Final July 18, 2016 was delaying close out of the project. Mayor Ford asked staff to include contact information for racoon issues in the next newsletter, the status of the 112th Avenue closure, issues with a light at 104th & Florence, and sight distance problems at 120th & Chambers. Council Member Elliott reported a large RV parked in an empty lot on 72nd Avenue and an older vehicle with a camper parked in Frontier Park parking lot. 11. Reports City Manager McBroom highlighted items from his weekly report provided to council earlier via email. A motion was made by Council Member Douglas, seconded by Mayor Pro Tem Bullock, to direct staff to conduct warrant studies for traffic signals at E. 104th & Peoria and E. 104th & Florence. VOTE: Unanimous; all present affirmed The mayor and council reported on their attendance at various meetings and events. 12. Adjourn The meeting adjourned at 10:14pm. In accord with the city charter, the interim city attorney read the title to all ordinances and resolutions adopted by Council at this meeting.
