Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Ford on October 3, 2016, at 6:04 pm. A motion was made by Mayor Pro Tem Bullock , seconded by Council Member Amador, to excuse Council Member Elliott from this meeting. Executive Session A motion was made by Mayor Pro Tem Bullock, seconded by Council Member McEldowney, to enter into an executive session, pursuant to CRS 24-6-402(4)(a) and (e) for the purpose of instructing negotiators and receiving legal advice relative to the proposed joint marketing and planning entity pursuant to agreement of the members of the airport coordinating committee. Proclamations and Recognitions Proc 16-19 National Manufacturing Day Proclamation - Oct. 7 City Attorney Sheesley read a proclamation honoring October 7, 2016, as National Manufacturing Day. Economic Development Director Claymore stated that there are 96 manufacturing companies in Commerce City providing over 2,000 jobs. A motion was made by Mayor Pro Tem Bullock, seconded by Council Member McEldowney, that this proclamation be approved. Presentations Pres 16-517 Commerce City Chamber of Commerce Formation Update Michael Scanlon gave a brief presentation to council. Mr. Scanlon introduced members of the organizing committee and highlighted accomplishments of the chamber since their formation: incorporation, bylaws, mission statement, and the establishment of membership fees. He invited council to attend a kick off reception on November 10, 2016. 9. Administrative Council Business Council Member McEldowney spoke regarding water quality concerns. A motion was made by Council Member McEldowney, seconded by Council Member Amador, to direct staff to engage South Adams County Water & Sanitation District on the city's water quality issues. VOTE: 8 aye, 1 excused (Elliott) Council Member McEldowney expressed concerns with the detours off Tower Road affecting travel and capacity on Chambers Road. He asked that staff work with the contractor to analyze the current traffic flows of the current detour, to look at interim measures to the Chambers corridor, and re-explore a partnershp with E-470 to move traffic along the Eastern most lane as a detour option. Council Member McEldowney asked for accident statistics at 96th & Chambers. Council Member Douglas stated that the cost of using E-470 as a detour option would cost approximately $200 per day. Public Works Director D'Andrea reported that the current detour route went into place on September 28th and staff is monitoring activity on 96th & Chambers. If volume becomes too great, a temporary signal will be installed. Staff is continuing to explore using E-470 as a detour once the project reaches segment 3 (96th to 104th). Segment 3 is anticipated to begin at the first of the year. Based on council direction, 96th & Chambers will not be used as a detour route. A motion was made by Council Member McEldowney, seconded by Mayor Pro Tem Bullock, to direct staff to look at signalization at 96th & Chambers and provide a snapshot of accidents at the intersection. VOTE: 8 aye, 1 excused (Elliott) Commerce City Page 4 City Council Meeting Minutes - Final October 3, 2016 Mayor Pro Tem Bullock stated that he was contacted by a community member who would like to be called during the next telephone town hall. Council Member Douglas asked about a raised median at 104th & Potomac. 10. Reports City Manager McBroom stated that there was not a lot to report this week in his report sent to council earlier. Mayor and council reported on their attendance at various meetings and events. 11. Adjourn The meeting adjourned at 8:31 pm. In accord with the city charter, the city attorney read the title to all ordinances and resolutions adopted by Council at this meeting.
