Call to Order/Roll Call - 6:00 A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Ford on November 7, 2016, at 6:06 pm. A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Amador to excuse Council Member McEldowney from tonight's meeting. Consent Agenda Council Member Douglas asked to remove Resolutions 2016-128 and 2016-129 from the consent agenda for further discussion. No one came forward to address council on the budget and the public hearing was closed. A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Amador, that this resolution be adopted. Ordinances on 1st Reading Ord 2117 AN ORDINANCE AMENDING THE 2016 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO BY THE RECOGNITION OF THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS IN THE AMOUNT OF $386,340 FOR SIDEWALK CONSTRUCTION AND BUS STOP IMPROVEMENTS AND THE AUTHORIZATION OF THE EXPENDITURE THEREOF. A motion was made by Council Member Douglas, seconded by Mayor Pro Tem Bullock, that this ordinance be introduced by council as seated and approved on first reading. Presentations Commerce City Page 3 City Council Meeting Minutes - Final November 7, 2016 Pres 16-596 Senior Advisory Committee Bi-Annual Presentation Recreation Supervisor Derrick Tripp introduced members of the senior committee. Mr. Tripp stated that the senior advisory committee is made up of three sub-committees: Program/Wellness, Outreach, and Umbrella . The advisory committee completed 12 action items in 2016. Thelma Cole, Carol Harvotth, Jennie Loveridge and George Maxey spoke on behalf of the three sub-committees. Each member highlighted the year's accomplishments. Pres 16-99 Capital Program Update Susan Carabajal reviewed the CIP Citizens Advisory Committee's recent milestones. Scott Hergenrader provided council with the 11th update on the capital program. Mr. Hergenrader stated that the second debt of $66 million has been issued and on the revenue side, the target is $9 to $10 million. Both the Tower Road Project and the new recreation center project have begun and the existing recreation center remodel is in the planning phase. Pres 16-100 2016 3rd Quarter Work Plan Update City Manager McBroom provided council with an update of the administrative work plan. The plan is an action plan that is in alignment with council's stated goals. Highlights of the plan include: partnering with Adelante Community Development to provide training programs for small businesses, McLane Food Service, Inc. purchased 20 acres for a 216,000 square foot industrial facility near DIA, 172 new residential permits issued, a final roadmap to improving the city's records management program presented to the leadership team, and an increase in complaints of marijuana grows in residential neighborhoods. 9. Administrative Council Business City Manager McBroom proposed holding the winter retreat on January 27th & 28th. A motion was made by Council Member Amador, seconded by Council Member Elliott, to hold the winter retreat on January 27th and 28th. VOTE: 8 aye, 1 excused (McEldowney) Council Member Douglas asked about installing a safe crossing at 112th & Oakland Street. Council Member Amador asked about including reflectors on the new traffic islands along 72nd Avenue. He also reported on asphalt issues at 74th & Colorado Blvd. 16-63 Letter to U.S. Postal Service regarding multiple zip codes A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Amador, to authorize the mayor to sign a letter addressed to the United States Postal Service regarding multiple zip codes within Commerce City. Reports City Manager McBroom highlighted items from his weekly report sent to council via email earlier today. Mayor and council reported on their attendance at various meetings and events. 11. Executive Session 16-41 An executive session pursuant to C.R.S. 24-6-402(4)(a) and (e) for the purpose of considering the potential lease or transfer of the real property at 7450 Highway 2 and for the purpose for determining positions relative to negotiations for any such transaction A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Teter, that an executive session, pursuant to CRS 24-6-402(4)(a) and (e), for the purpose of considering the potential lease or transfer of the real property at 7450 Highway 2 and for the purpose of determining positions relative to negotiations for any such transaction, be held.
