1. Call to Order/Roll Call
A regular meeting of the City Council of the City of Commerce City was called to
order by Mayor Pro Tem Bullock on November 21, 2016, at 6:00 PM.
A motion was made by Council Member Amador, seconded by Council Member
McEldowney to excuse Mayor Ford from this meeting.
ROLL CALL VOTE: 8 aye, 1 excused (Ford)
Present: 8 - Council Member Jadie Carson, Council Member Rick A. Teter, Mayor Pro
Tem René Bullock, Council Member Crystal Elliott, Council Member Jason
McEldowney, Council Member Steven J. Douglas, Council Member
Andrew Amador and Council Member Paolo Diaz
Excused: 1 - Mayor Sean Ford
2. Executive Session
16-60 An executive session pursuant to CRS 24-6-402(4)(b) for the purpose
of receiving legal advice concerning public official liability training
A motion was made by Council Member McEldowney, seconded by Council
Member Carson, that an executive session, pursuant to CRS 24-6-402(4)(b) for
the purpose of receiving legal advice concerning public official liability
training, be held. VOTE:
Aye: 8- Council Member Carson, Council Member Teter, Mayor Pro Tem Bullock,
Council Member Elliott, Council Member McEldowney, Council Member
Douglas, Council Member Amador and Council Member Diaz
3. Pledge of Allegiance
The Pledge of Allegiance was recited.
4. Audience Introduction
The audience introduced themselves.
5. Citizen Communication
Kristi Douglas and Reba Drotar appeared on behalf of the Commerce City Business
and Professionals Association. They thanked council for their continued support and
invited them to participate in this year's Winterfest.

A motion was made by Council Member McEldowney, seconded by Council
Member Diaz, that the minutes be approved. VOTE:

to allow Council Member Elliott to abstain from voting on the minutes of October 3,
2016.

7. Consent Agenda
Council Member Amador asked to remove Resolution 2016-32 from the consent
agenda for further discussion and vote.
A motion was made by Council Member Douglas, seconded by Council
Member McEldowney, to approve the consent agenda as amended. ROLL

Res 2016-132 RESOLUTION AUTHORIZING CONTRACT AWARD FOR DESIGN
SERVICES FOR THE COLORADO BOULEVARD AND 72ND
AVENUE RAIL STATION AREA IMPROVEMENTS PROJECT
NUMBER 2014-06PW
In response to questions from council, Public Works Director Maria D'Andrea stated
that the 72nd & Colorado Boulevard Rail Line Station Area Improvement is mostly
funded through a DRCOG grant with a 25% match from the city. The money, coming
from DRCOG through CDOT, is federal funds requiring the city to follow a
qualification-based selection.
A motion was made by Council Member McEldowney, seconded by Council
Member Amador, that this resolution be adopted. VOTE:

Res 2016-135 A RESOLUTION APPROVING THE 2017 CITY OF COMMERCE
CITY LEGISLATIVE PRINCIPLES
A motion was made by Council Member McEldowney, seconded by Council
Member Carson, that this resolution be adopted. VOTE:

Council Member Elliott, Council Member McEldowney, Council Member
Douglas, Council Member Amador and Council Member Diaz
9. Presentations
Pres 16-611 Commerce City Historical Society Update
Society board members provided council with an update on their collections,
activities, budget and upcoming events.
10. Administrative Council Business
Council Member Elliott read a letter from Prairie View High School Student Council
seeking funds for the Make A Wish Foundation.
A motion was made by Council Member Teter that each council member will make a
donation of $22.50.
Council Member McEldowney asked for clarification on where the money would come

from, and it was decided that each member would contribute funds personally toward
the $200 goal.
Council Member Douglas said he is receiveing complaints from people who are
having a hard time hearing the audio of their meetings. He asked that council be
notified of prescribed burns at the arsenal.
A motion was made by Council Member Douglas, seconded by Council Member
McEldowney, to hold a study session on placement, quantity, and the nature of
streetlights within the city's subdivisions.
VOTE: 8 aye, 1 excused (Ford)
A motion was made by Council Member Amador, seconded by Council Member
Carson, to put forth a proclamation in support of our immigrant community.
VOTE: 8 aye, 1 excused (Ford)
16-65 Hold Special Meeting January 9, 2017
A motion was made by Council Member McEldowney, seconded by Council Member
Teter, to convene a special meeting, in lieu of a study session, on January 9, 2017.
VOTE: 8 aye, 1 excused (Ford)
16-66 US 85 PEL Response Letter
A motion was made by Council Member Douglas, seconded by Council Member
McEldowney, to authorize Mayor Ford's signature on the US 85 PEL response letter.
VOTE: 8 aye, 1 excused (Ford)
11. Reports
Acting City Manager Troy Smith provided council with highlights of the city manager's
weekly report provided to council earlier.
12. Adjourn
The meeting adjourned at 8:36 p.m.
In accord with the city charter, the city attorney read the title to all ordinances and
resolutions adopted by Council at this meeting.
