Call to Order/Roll Call A special meeting of the City Council of the City of Commerce City was called to order by Mayor Ford on February 13, 2017, at 8:19 p.m. A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Elliott, to excuse Council Member McEldowney from this meeting. VOTE: 8 aye, 1 excused (McEldowney) Present: 8 - Mayor Sean Ford , Council Member Jadie Carson, Council Member Rick A. Teter, Mayor Pro Tem René Bullock, Council Member Crystal Elliott, Council Member Steven J. Douglas, Council Member Andrew Amador and Council Member Paolo Diaz Excused: 1 - Council Member Jason McEldowney 2. Presentations A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Amador, to enter into an executive session, pursuant to CRS 24-6-402(4)(e) and CRS 24-6-402(4)(g), for the purpose of determining positions,developing strategies and instructing negotiators relative to matters in connection with Second Creek Infrastructure Project, that may be subject to negotiation with adjacent property owners and reviewing and discussing deliberative process materials required to be kept confidential by Section 204(3)(a)(XIII) of the Colorado Open Records Act. VOTE: 8 aye, 1 excused (McEldowney) A motion was made by Council Member Amador, seconded by Council Member Elliott, to direct staff to evaluate a modified alternative #3 as presented in staff's presentation of the Second Creek Infrastructure Project, to include paving 112th Avenue in its current alignment and elevation. VOTE: 8 aye, 1 excused (McEldowney) Pres 17-80 Hwy 85 Corridor IGA Discussion Director of External Affairs Halstead presented information on the current intergovernmental agreement and options for addressing city council’s earlier concerns.
