Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Ford on May 1, 2017, at 6:04 PM. Present: 9 - Mayor Sean Ford , Council Member Jadie Carson, Council Member Rick A. Teter, Mayor Pro Tem René Bullock, Council Member Crystal Elliott, Council Member Jason McEldowney, Council Member Steven J. Douglas, Council Member Andrew Amador and Council Member Paolo Diaz 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Audience Introduction The audience introduced themselves. 4. Proclamations and Recognitions Proc 17-05 Proclamation declaring May 14-20, 2017 as Commerce City Police Week City Attorney Sheesley read a proclamation declaring May 14-20, 2017, as Commerce City Police Week. Members of the department were on hand to accept the proclamation. A motion was made by Council Member McEldowney, seconded by Council Member Teter, that this proclamation be approved. VOICE VOTE: Unanimous, all present affirmed. Proc 17-09 National Small Business Week Proclamation City Attorney Sheesley read a proclamation declaring April 30 - May 6, 2017, as National Small Business Week in Commerce City. The owner of Whiskey Barrel Coffee was on hand to accept the proclamation. A motion was made by Council Member McEldowney, seconded by Mayor Pro Tem Bullock, that this proclamation be approved. Members of the economic development team were on hand to accept the proclamation. A motion was made by Council Member McEldowney, seconded by Council Member Teter, that this proclamation be approved. Proc 17-13 Proclamation declaring May 2017 as Mental Health Month City Attorney Sheesley read a proclamation declaring May 2017, as Mental Health Month in Commerce City. Lyndy Shultz of Community Reach Center was on hand to accept the proclamation. A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Teter, that this proclamation be approved. Consent Agenda A motion was made by Council Member McEldowney, seconded by Mayor Pro Tem Bullock, to approve the consent agenda as presented. Res 2017-43 RESOLUTION APPROVING AWARD OF CONTRACT FOR RECREATION CENTER ADDITION AND RENOVATION PRE-CONSTRUCTION SERVICES 7. Resolutions Res 2017-40 RESOLUTION IN SUPPORT OF PUBLIC ART INSTALLATION FOR THE NEW RECREATION CENTER AT SECOND CREEK Cultural Council Chair Hansen gave a presentation regarding the public art installation for the new recreation center at Second Creek. The public art budget is $476,705 and the installation will consist of three steel buffalo along the Highway 2 Commerce City Page 2 City Council Meeting Minutes - Final May 1, 2017 side of the center. Two more installations are recommended for both outside and inside. Council feedback included concern over the buffalo art installation replacing the city signage in front, lack of access to the installations at the back of the building, and sustainability of pampas grass. A motion was made by Mayor Pro Tem Bullock, seconded by Council Member McEldowney, that this resolution be adopted. VOICE VOTE: Unanimous, all present affirmed. 8. Presentations Pres 17-11 Capital Program Update CIPCAC Chair Carbajal introduced Director of Program Management Scott Hergenrader who gave the 13th update of the 2K Projects. The 2016 unaudited revenues are $12 million and expenditures are $7 million. All projects are on track for completion within the five-year commitment. Pres 17-12 1st Quarter 2017 Work Plan Update City Manager McBroom and Deputy City Manager Smith presented the 2017 Work Plan 1st Quarter Update. Highlights included: revenues and expenditures are on track, a 5.6% increase in the number of businesses, an increase of 9,390 square feet of real estate, collection of $145,000 in delinquent taxes, 1.9 miles of Highway 2 multi-use path completed, 681 building permits and 31 approved land-use cases. IT Director Bingham provided council with a demonstration of the new work plan tool. The five main goals used in evaluating the technology were: ease of use, centralized platform, citywide visibility, private and public dashboard and robust reporting capability. 9. Administrative Council Business None. 10. Reports City Manager McBroom highlighted items off his city manager report emailed to council earlier. Mayor and council reported on their attendance at various meetings and events. 11. Adjourn The meeting adjourned at 8:32 p.m. In accord with the city charter, the city attorney read the title to all ordinances and resolutions adopted by Council at this meeting.
