Call to Order/Roll Call - 6:00 A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Ford on May 15, 2017, at 6:00 PM. A motion was made by Council Member Teter, seconded by Council Member Amador, to excuse Council Member Carson from this meeting. VOTE: 8 aye, 1 excused (Carson) Present: 8 - Mayor Sean Ford , Council Member Rick A. Executive Session 17-39 An executive session pursuant to C.R.S. 24-6-402(4) (a) and (e) to discuss the acquisition of real property interests at 7200 Highway 2, to determine positions, develop strategy, and instruct negotiators relative to such acquisition. Proclamations and Recognitions A motion was made by Council Member McEldowney, seconded by Mayor Pro Tem Bullock, to amend the agenda to recognize the Prairie View High School Women's Soccer Team. VOTE: 8 aye, 1 excused (Carson) 17-17 The Adams County Aging Network (ACAN) Award Winners Recreation Supervisor Derrick Tripp presented Susan Carabajal to be recognized by council for being awarded ACAN Senior Citizen of the Year. Mr. Tripp presented Denos 6 & 85 owner to be recognized by council for being awarded ACAN Business of the Year. 17-45 Recreation Education Project Award Winners Recreation Supervisor Derrick Tripp introduced Recreation Education Project Winner Central Elementary to council for recognition. Student councils from Alsup and Second Creek were present. Proc 17-08 Kids to Parks Day Proclamation Deputy City Attorney Hader read a proclamation declaring May 19-21, 2017, as Kids to Parks Day. A motion was made by Council Member McEldowney, seconded by Mayor Pro Tem Bullock, that this proclamation be approved. Public works staff were on hand to accept the proclamation. A motion was made by Council Member Amador, seconded by Council Member Diaz, that this proclamation be approved. Citizen Communication Suncor Vice President Shelley Powell was recognized by council for her contributions to Commerce City during her tenure at Suncor. 7. Ordinances on 1st Reading Ord 2129 AN ORDINANCE AMENDING THE 2017 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO BY THE RECOGNITION OF THE COLORADO DEPARTMENT OF TRANSPORTATION GRANT IN THE AMOUNT OF $2,000 FOR CLICK IT OR TICKET ENFORCEMENT EFFORTS AND THE AUTHORIZATION OF THE EXPENDITURE THEREOF. A motion was made by Council Member McEldowney, seconded by Mayor Pro Tem Bullock, that this ordinance be introduced by council as seated and approved on first reading. Presentations Pres 17-176 Senior Advisory Committee Bi-Annual Presentation Members of the Senior Advisory Committee provided council with an update of their programs. Those updates included the success of their Senior Focus Group. Representatives of the various sub-committees reviewed their 2017 goals. Pres 17-46 Recreation Center Renovation Design Update Scott Hergenrader with CH2M Hill provided an update on the recreation center renovation design. The goals defined for this project are: modernize the facility, excite the community, ability to grow, and phase construction. Design updates included: entry points, remodeled locker rooms, six family changing areas, and therapy pool details. Pres 17-183 Weed Management and Mowing Program Update Public Works Operations Manager Ortega provided council with a recap of the city's 2016 mowing operation. He reviewed program objectives and levels of service. The program begins in May and ends in October. In 2016, the city partnered with Adams County to perform weed spraying. By taking a proactive approach in weed management, the number of requests have dropped signficantly. In response to council questions, Mr. Ortega stated that weed maintenance in the medians is the state's responsibility. 10. Administrative Council Business City Manager McBroom asked council to call a special meeting on May 22, 2017, after the study session. A motion was made by Council Member McEldowney, seconded by Council Member Teter, to schedule a special meeting on May 22, 2017, following the study session. VOTE: 8 aye, 1 excused (Carson) Mayor Ford reported on abandoned truck trailers at 49th & Forest. Council Member McEldowney asked about banner poles along Tower Road. Would like a plan regarding banner poles. Council Member Douglas asked about the planned design for the 102nd & Olathe Way intersection. He reported that the pedestrian signal at the 104th & Tower intersection is not operating correctly. Council Member Douglas expressed concern for the safety of students walking from 120th & Chambers to Stuart Middle School. 11. Reports City Manager McBroom highlighted items off his weekly report sent to council earlier. Mayor and council reported on their attendance at various meetings and events.
