1. Call to Order/Roll Call
A regular meeting of the City Council of the City of Commerce City was called to order
by Mayor Ford on March 19, 2018, at 6:00 p.m..
A motion was made by Mayor Pro Tem Teter, seconded by Council Member Huseman,
to excuse Council Member Frank from tonight's meeting.
VOTE: 8 Aye, 1 Excused (Frank)
A motion was made by Council Member Huseman, seconded by Mayor Pro Tem Teter,
to amend the agenda to move the executive session before proclamations and
presentations.

Present: 8 - Mayor Sean Ford , Mayor Pro Tem Rick A. Teter, Council Member Crystal
Elliott, Council Member Steven J. Douglas, Council Member Paolo Diaz,
Council Member Benjamin Huseman, Council Member Jose Guardiola and
Council Member Oscar Madera

2. Proclamations and Recognition
18-15 Quality Community Foundation Grant Awards Recognition
The foundation president presented this year's grant awards to those non-profits
present.
3. Executive Session
18-21 An executive session pursuant to CRS 24-6-402(4)(b) for the purpose of
receiving legal advice relative to pending litigation (Leadholm v.
Commerce City et al.).
A motion was made by Mayor Pro Tem Teter, seconded by Council Member
Douglas, to enter into an executive session, pursuant to CRS 24-6-402(4)(b), for
the purpose of receiving legal advice relative to pending litigation (Leadholm
v. Commerce City et al.). VOTE:
Aye: 8- Mayor Ford, Mayor Pro Tem Teter, Council Member Elliott, Council
Member Douglas, Council Member Diaz, Council Member Huseman,
Council Member Guardiola and Council Member Madera

4. Pledge of Allegiance
The Pledge of Allegiance was recited.
5. Audience Introduction
The audience introduced themselves.
6. Citizen Communication
Norma Portnoi appeared on behalf of Kids First to inform council of an upcoming
concert to benefit Kids First Health Care.
A motion was made by Council Member Huseman, seconded by Mayor Pro Tem Teter,
to allocate $1,800 to the Kids First Health Care Event.
Vote: 8 Aye, 1 Excused (Frank)
Charles Wolfesburger appeared on behalf of several metro districts in the northern
range. He commented on the Highway 2 widening project and street parking problems
within some developments.
Council discussed adding parking issues to a future study session.
Guillermo Serna, 14122 East 102nd Pl., spoke on the underpriveledged in the
community.
7. Approval of Minutes
Min 18-21 Meeting Minutes of December 18, 2017
A motion was made by Council Member Elliott, seconded by Council Member
Huseman, that the minutes be approved. VOTE:

Member Douglas, Council Member Diaz, Council Member Huseman,
Council Member Guardiola and Council Member Madera

8. Consent Agenda
A motion was made by Council Member Huseman, seconded by Council
Member Guardiola, to approve the consent agenda as presented. ROLL CALL

Res 2018-16 RESOLUTION AUTHORIZING EXECUTION OF
INTERGOVERNMENTAL AGREEMENT BY AND BETWEEN THE CITY
OF COMMERCE CITY AND THE COLORADO DEPARTMENT OF
TRANSPORTATION
Res 2018-23 RESOLUTION APPROVING FIFTH AMENDMENT TO PROFESSIONAL
SERVICES AGREEMENT FOR ENGINEERING SERVICES WITH
CORE CONSULTANTS, INC. FOR THE TOWER ROAD WIDENING
PROJECT
9. Administrative Council Business
City Attorney Robert Sheesley stated that council had authorized a tolling agreement
between multiple jurisdictions back in December. Negotiations are continuing and an
60-day extension and will be signed by the city attorney on behalf of the city.
Council Member Douglas asked if the topic of aesthetic consideration of residential
home construction is included on an upcomming study session agenda.
Council Member Huseman spoke on School District 27J and their decision to move
forward with a four-day school week and asked for council to direct staff to look into
providing childcare services for those impacted by the four-day school week.
A motion was made by Huseman, seconded by Diaz, to direct staff to include the topic
of childcare services on an upcoming study session.
VOTE: 8 Aye, 1 Excused (Frank)
18-23 Letter of Support for Community Choice Credit Union federal grant
application
A motion was made by Mayor Pro TemTeter, seconded by Council Member Madera, to
allow the mayor to sign a a letter of support for Community Choice Credit Union's
federal grant application.
VOTE: 8 Aye, 1 Excused (Frank)
10. Reports
City Manager McBroom highlighted items off his weekly report provided to council
earlier.
The mayor and council reported on their attendance at various meetings and events
throughout the week.

11. Adjourn
The meeting adjourned at 7:15 pm.
In accord with the city charter, the city attorney read the title to all ordinances and
resolutions adopted by Council at this meeting.
