Regular Meeting
1. Call to Order/Roll Call
A regular meeting of the City Council of the City of Commerce City was called to order
by Mayor Ford on April 16, 2018, at 6:34 p.m.
A motion was made by Mayor Pro Tem Teter, seconded by Council Member Douglas,
to excuse Council Member Huseman from this meeting.
VOTE: 8 aye, 1 excused (Huseman)
Present: 8 - Mayor Sean Ford , Mayor Pro Tem Rick A. Teter, Council Member Crystal
Elliott, Council Member Steven J. Douglas, Council Member Paolo Diaz,
Council Member Jose Guardiola, Council Member Nicole Frank and Council
Member Oscar Madera
Excused: 1 - Council Member Benjamin Huseman
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Audience Introduction
The audience introduced themselves.
4. Proclamations and Recognitions
Proc 18-01 Arbor Day Proclamation and Tree City USA Recognition
Parks Development Supervisor Tony Jaramillo and Nancy Klasky from the Colorado
State Forest Service presented the city with the Tree City USA award for the 27th
consecutive year.
Senior Assistant City Attorney Allen read a proclamation declaring April 20, 2018, as
Arbor Day in Commerce City.
A motion was made by Mayor Pro Tem Teter, seconded by Council Member
Douglas, that this proclamation be approved. VOTE:

Proc 18-07 National Small Business Week
Economic Development Director Michelle Claymore and community business leaders
were on hand to accept the proclamation.
Senior Assistant City Attorney Allen read a proclamation declaring the week of April
29, 2018, as National Small Business Week.
A motion was made by Mayor Pro Tem Teter, seconded by Council Member
Madera, that this proclamation be approved. VOTE:

5. Citizen Communication
Thelma Cole, no address given, came before council to sell tickets to the annual
pancake breakfast happening on May 5, 2018.

A motion was made by Council Member Diaz, seconded by Council Member
Guardiola, that the minutes be approved. VOTE:

A motion was made by Mayor Pro Tem Teter, seconded by Council Member
Frank, that this ordinance be introduced by council as seated and approved on
first reading. VOTE:

Z-898-18 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND
ZONING MAP OF THE CITY OF COMMERCE CITY, COLORADO FOR
REZONING TO PUD ZONE DISTRICT AND APPROVING A PUD ZONE
DOCUMENT FOR THE PROPERTIES DESCRIBED IN EXHIBIT A
ATTACHED HERETO AND MADE A PART HEREOF LOCATED AT
8470 AND 8510 EAST 86TH AVENUE, COMMERCE CITY,
COLORADO.
Public Comment: Attorney Foster on behalf of the applicant.
A motion was made by Council Member Frank, seconded by Mayor Pro Tem
Teter, that this zoning ordinance be approved on second & final reading.
VOTE:

Member Douglas, Council Member Diaz, Council Member Guardiola,

10. Presentations
Pres 18-67 Information Technology Department Overview
Justin Bingham, Information Technology Director, presented an overview of the
department. Mr. Bingham highlighted the organizational chart of the department,
department staffing, and key services and initiatives.
Pres 18-68 Department Overview - Human Resources
Cathy Blakeman, Human Resources Director, presented an overview of the
department. Ms. Blakeman highlighted the organizational chart of the department,
department staffing and key services and responsibilities.

Mayor Ford requested funding for the 2018 Annual Armed Forces Recognition
Luncheon on May 4, 2018. A motion was made by Mayor Pro Tem Teter, seconded by
Council Member Madera, to approve the purchase of tickets necessary for the event.
VOTE: 8 aye, 1 excused (Huseman)
Council Member Douglas requested funding for the 2018 Speak Up for Homeless
Gala. A motion was made by Mayor Pro Tem Teter, seconded by Council Member
Douglas, to purchase tickets for a table of eight for $2,000.
VOTE: 8 aye, 1 excused (Huseman)
Council Member Madera stated that he is a lifetime Commerce City resident who
attended the education system here in Commerce City. He would like to explore
improving our public education and seeing if there is anything that the city can do to
help.
A motion was made by Council Member Madera, seconded by Council Member Diazm
to direct staff to research and report to the council opportunities for improvement of
public education in the city.
Mayor Pro Tem Teter stated that he would also ask staff to show what the city
currently does to help the school system.
Council Member Douglas iterated there is a community outcry that the city look at all
options when it comes to support and that the information council is receiving from the
board of education is consistent on what the board of education feels as well.
Deputy City Manager Smith asked that staff be given at least 30 days to thoroughly
research this issue and report back to council.
VOTE: 8 aye, 1 excused (Huseman)
Council Member Frank stated she had emailed everyone information regarding the
civic academy and was hoping to get a motion to move forward with a pilot program.
The program would be a series of classes with a graduation ceremony. The purpose
and intent would be to provide residents with an understanding of the different city
functions and programs offered by the city. Council Member Douglas added that the
program would be focused on daily operations of our organization.
A motion was made by Council Member Diaz, seconded by Council Member Madera,
to direct staff to proceed with a civic academy pilot program.
Council Member Diaz asked for staff to help promote a lawn mower swap event on May
5, 2018, to promote clean air quality efforts.
12. Reports
Deputy City Manager Smith highlighted items presented in the city manager weekly
report provided to council earlier.
The mayor and council reported on their attendance at various meetings and events.

18-30 An executive session pursuant to CRS 24-6-402(4)(b) and (e) for the
purpose of receiving legal advice, developing strategy for negotiations,
and instructing negotiators concerning noise issues arising out of the
1988 IGA with the City and County of Denver.
A motion was made by Mayor Pro Tem Teter, seconded by Council Member
Madera, to enter into executive session, pursuant to CRS 24-6-402(4)(b) and (e)
for the purpose of receiving legal advice, developing strategy for negotiations,
and instructing negotiators concerning noise issues arising out of the 1988 IGA
with the City and County of Denver. VOTE:
Aye: 8- Mayor Ford, Mayor Pro Tem Teter, Council Member Elliott, Council
Member Douglas, Council Member Diaz, Council Member Guardiola,
Council Member Frank and Council Member Madera

14. Adjourn
Council returned from executive session and there was no further business to discuss
and the meeting adjourned.
In accord with the city charter, the city attorney read the title to all ordinances and
resolutions adopted by Council at this meeting.
