Regular Meeting
1. Call to Order/Roll Call
A regular meeting of the City Council of the City of Commerce City was called to order
by Mayor Ford on July 16, 2018, at 6:00 PM.
A motion was made by Mayor Pro Tem Teter, seconded by Council Member Guardiola,
to excuse Council Member Huseman. VOTE: 8 - Aye, 1 - Excused (Huseman)
Present: 8 - Mayor Sean Ford , Mayor Pro Tem Rick A. Teter, Council Member Crystal
Elliott, Council Member Steven J. Douglas, Council Member Paolo Diaz,
Council Member Jose Guardiola, Council Member Nicole Frank and Council
Member Oscar Madera
Excused: 1 - Council Member Benjamin Huseman
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Audience Introduction
The audience introduced themselves.

4. Citizen Communication
Gail Bates, 8696 Willow St, came before the council to ask for the timeline for the
proposed Irondale Neighborhood Infrastructure Plan that is on the consent agenda.
Mayor Ford advised that the item will be pulled from the consent agenda so that she
could speak on the item at that time.
Rene Bullock, 6130 Ivanhoe St, came before the council to ask if a member of the
council would be willing to attend a meeting with the Regional Transportation District on
a north to south bus route and ask about possible recreation center fee increases.
Ryan Seetrum, 1800 Glenarm Place, Denver, representing the Colorado Oil and Gas
Assocation, came before the council to thank the council for including COGA in the oil
and gas discussion with the industry and residents that is ongoing.
Guillermo Serna, 14122 E 102nd Place, came before the council to ask about the no
parking signs that were put up in his neighborhood.
Susan Noble, 10642 Olathe St, came before the council to let the council know she
was attending the meeting on behalf on the front range concerned citizen's group for
tonight's oil and gas discussion.
Bill Hyde, 9450 Monaco St, Henderson, CO, came before the council to thank them for
their work on the new appointment of the Adams 14 School District Board of Directors.
5. Consent Agenda
Mayor Ford pulled Ordinance SAP-005-18 approving the Irondale plan.
A motion was madeby Mayor Pro Tem Teter, seconded by Council Member
Guardiolato, to approve the Consent Agenda as amended. ROLL CALL VOTE
Aye: 8- Mayor Ford, Mayor Pro Tem Teter, Council Member Elliott, Council
Member Douglas, Council Member Diaz, Council Member Guardiola,
Council Member Frank and Council Member Madera
Excused: 1- Council Member Huseman
Res 2018-55 RESOLUTION AMENDING THE DIRECTORY OF CITY FEES AND
CHARGES
SAP-005-18 SAP-005-18: The City of Commerce City is requesting adoption of the
Irondale Neighborhood and Infrastructure Plan. The Irondale
Neighborhood is located between East 80th and East 88th Avenues and
the Union Pacific Railroad and Highway 2.
Mayor Ford pulled Ordinance SAP-005-18 so that Gail Bates who spoke during the
Citizen Communication portion of the meeting could get clarification from council and
staff on the plan.
A motion was made by Mayor Pro Tem Teter, seconded by Council Member
Madera, that this ordinances be approved on second & final reading. VOTE:

ADAMS COUNTY OPEN SPACE GRANT FUNDS IN THE AMOUNT OF
$115,000.00 FOR THE SAND CREEK OPEN SPACE REMEDIATION
PHASE 1 PROJECT AND THE AUTHORIZATION OF THE
EXPENDITURE THEREOF.
Ord 2170 AN ORDINANCE AMENDING THE 2018 BUDGET OF THE CITY OF
COMMERCE CITY, COLORADO BY THE RECOGNITION OF THE
ADAMS COUNTY OPEN SPACE GRANT FUNDS IN THE AMOUNT OF
$250,804.00 FOR THE EAGLE POINTE RECREATION CENTER
AQUATIC ENHANCEMENTS PROJECT AND THE AUTHORIZATION
OF THE EXPENDITURE THEREOF.
Ord 2171 AN ORDINANCE AMENDING THE 2018 BUDGET OF THE CITY OF
COMMERCE CITY, COLORADO BY THE RECOGNITION OF THE
STATE OF COLORADO DEPARTMENT OF NATURAL RESOURCES
FUNDING AGREEMENT IN THE AMOUNT OF $228,523.00 FOR THE
SAND CREEK OPEN SPACE REMEDIATION & RESTORATION
PROJECT AND THE AUTHORIZATION OF THE EXPENDITURE
THEREOF.
Ord 2173 AN ORDINANCE AMENDING THE 2018 BUDGET OF THE CITY OF
COMMERCE CITY, COLORADO BY TRANSFERRING $375,000 FROM
THE GENERAL FUND TO THE CIPP FUND FOR COSTS
ASSOCIATED WITH THE AQUISITION AND DEMOLITION OF THE
FOREST DRIVE PROPERTY LOCATED AT 6017 FOREST DRIVE IN
COMMERCE CITY AND AUTHORIZATION OF THE EXPENDITURE
THEREOF
6. Presentations
Pres 18-75 Presentation of the 2017 Comprehensive Annual Financial Report
(CAFR)
Sheryl Carstens, Finance Director, introduced the CAFR and the requirements of
auditing the city's financial records. Sara Kurtz from Eide Bailly presented the results
of the CAFR showing the city in good financial standing.

Pres 18-101 An update from Maria Gonzalez, President of Adelante Community
Development
Maria Gonzalez, President of the Adelante Community Development, presented on the
organization's history, area of focus such as business mentorship programs and food
truck workshops, community outreach programs, and upcoming events.
7. Administrative Council Business
A motion was made by Council Member Douglas, seconded by Council Member
Guardiola, to move the August 13 study session Oil and Gas presentation to
September 10, 2018.
VOTE: 8 - Aye, 1 - Excused (Huseman)
Chris Cramer, Director of Community Development, gave the council the monthly
update on oil and gas activity in Commerce City.
Council Member Diaz announced his resignation from the City Council effective August
6, 2018.
City Attorney Sheesley outlined the process for replacing Council Member Diaz as
outlined in the the Commerce City Charter.
Council Member Douglas proposed looking into having a crisis help line banner on the
bottom of the Channel 8 station.
Council Member Frank proposed having the Commerce City Civic Academy moving to
start next year in 2019 due to Council Member Diaz's vacancy.
Council Member Douglas asked the City look into applying for a grant to mitigate
leakage.
Mayor Ford asked if the Council was interested in removing cats from the leash law
ordinance.
Mayor Ford commended Commerce City residents for having the quietest Fourth of
July he can recall and thanked the police department for their succesful enforcement
of the firework ban.
Mayor Ford asked that the city look into the inspection process of roadways in light of
the collapse of the 104th road last week.
8. Reports
City Manager McBroom highlighted itmes presented in his weekly report provided to
council earlier.
The mayor and council reported on their attendance at various meetings and events.
