Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Huseman on March 2, 2020, at 6:00 PM. Recognitions 20-18 GFOA Certificate of Achievement for Excellence in Financial Reporting Award Recognition - CAFR The mayor invited the Finance Department staff forward to receive the Government Finance Officers Association award and the council came forward for a photo. 4. Presentations Pres 20-12 Oil and Gas Monthly Update Domenic Martinelli, City Planner, presented the oil and gas monthly update. Pres 20-78 Suncor Presentation Donald Austin, Vice President of Suncor Refinery, presented an update on the Suncor refinery to council. Pres 20-110 Commerce City Business & Professional Association Awards & Presentation Representatives from the Commerce City Business & Professional Association presented awards to their membership and provided council an overview of their organization. Ordinances on 2nd Reading Commerce City Page 4 City Council Meeting Minutes - Final March 2, 2020 Z-953-18-20 AN ORDINANCE APPROVING A REPLACEMENT PUD ZONE DOCUMENT FOR APPROXIMATELY 600 ACRES TO ALLOW RESIDENTIAL, COMMERCIAL, PARKS AND SCHOOLS, OFFICE/FLEX, AND SUBSURFACE EXTRACTION OF OIL AND GAS, FOR THE PROPERTY GENERALLY LOCATED ON THE NORTHEAST CORNER OF EAST 88TH AVENUE AND TOWER ROAD IN COMMERCE CITY, COLORADO, CURRENTLY ZONED PUD. The mayor confirmed Council Members Madera and Smith fully reviewed the hearing and were eligible to vote on the ordinance. Mayor Pro Tem Frank stated they did not fully review the hearing and were not eligible to vote on the ordinance. A motion was made by Council Member Grimes, seconded by Council Member Guardiola, to convene a five-minute recess. VOTE: 7 - Aye, 2 - Nay (Frank, Noble) A motion was made by Council Member Hurst, seconded by Council Member Madera, that this ordinance be approved on second & final reading. VOTE: Unanimous, all present affirmed A motion was made by Council Member Guardiola, seconded by Council Member Madera, to direct staff to hold a second 2020 Civic Academy course in English and Spanish from June to October. VOTE: Unanimous, all present affirmed. A motion was made by Mayor Pro Tem Frank, seconded by Council Member Madera, to appoint Mayor Huseman to the Adams 14 Education Foundation Board. VOTE: Unanimous, all present affirmed. A motion was made by Council Member Hurst, seconded by Mayor Pro Tem Frank, to enter into an executive session pursuant CRS 24-6-402(4)(f) for the purpose of receiving updates on the evaluation of the city manager following the GID meetings. VOTE: 6 - Aye, 3 - Nay (Allen-Thomas, Madera, Noble) Council voted to appoint Council Member Noble to serve on the Reunion food hall working group. 7 - Aye, 1 - Nay (Huseman), 1 - Abstain (Hurst) A motion was made by Council Member Guardiola, seconded by Council Member Hurst, to make a $3000 contribution to the Metro Mayor's Caucus. VOTE: Unanimous, all present affirmed. A motion was made by Council Member Grimes, seconded by Mayor Pro Tem Frank, to approve the Mayor to sign a letter to the Department of the Interior. VOTE: Unanimous, all present affirmed. A motion was made by Mayor Huseman, seconded by Mayor Pro Tem Frank, to waive the fees for first-responders' use of the city's recreation centers. Mayor Huseman amended his motion to clarify that the first-responders must be residents of the city. VOTE: Unanimous, all present affirmed. Mayor Huseman appointed Council Member Grimes as acting mayor while the mayor attended the National League of Cities conference. Min 20-03 Revised Minutes of December 18, 2019 A motion was made by Council Member Hurst, seconded by Council Member Madera, that the minutes be approved. The mayor and council reported on their attendance at various meetings and events. 10.
