Call to Order/Roll Call A special meeting of the City Council of the City of Commerce City was called to order by Mayor Huseman on June 22, 2020, at 10:05 PM. A motion was made by Council Member Hurst, seconded by Mayor Pro Tem Frank, to excuse Council Member Allen-Thomas. vote: 8 - Aye, 1 - Excused (Allen-Thomas) Present: 8 - Mayor Benjamin Huseman, Mayor Pro Tem Nicole Frank, Council Member Oscar Madera, Council Member Susan Noble, Council Member Jose Guardiola, Council Member Craig Hurst, Council Member Meghan Grimes and Council Member Robyn Smith Excused: 1 - Council Member Jennifer Allen-Thomas 2. Administrative Council Business Res 2020-43 RESOLUTION AUTHORIZING THE EXPENDITURE OF CARES ACT FUNDING TO PROVIDE MORTGAGE AND RENT RELIEF TO COMMERCE CITY HOUSEHOLDS AND REPEALING RESOLUTION 2020-39 A motion was made by Mayor Pro Tem Frank, seconded by Council Member Madera, that this resolution be adopted. VOTE: Aye: 8- Mayor Huseman, Mayor Pro Tem Frank, Council Member Madera, Council Member Noble, Council Member Guardiola, Council Member Hurst, Council Member Grimes and Council Member Smith Excused: 1- Council Member Allen-Thomas Commerce City Page 1 City Council Meeting Minutes - Final June 22, 2020 20-40 Designation of a Voting Delegate for the Colorado Municipal League Conference A motion was made by Council Member Hurst, seconded by Mayor Pro Tem Frank, to appoint Council Member Madera as the Commerce City voting delegate at the Colorado Municipal League (CML) annual conference. VOTE: 8 - Aye, 1 - Excused (Allen-Thomas). A motion was made by Mayor Huseman, seconded by Mayor Pro Tem Frank, to instruct Council Member Madera to vote for Thornton, Colorado Councilwoman Jessica Sandgren to the CML executive board. Vote: 8 - Aye, 1 - Excused (Allen-Thomas) 20-41 Ratification of the CRISI Grant Application for 120th Ave/US-85 Project A motion was made by Mayor Pro Tem, seconded by Council Member Madera, to ratify the CRISI grant application for the 120th Avenue & US 85 project. VOTE: 8 - Aye, 1 - Excused (Allen-Thomas) 20-42 Discussion of an Interim City Manager Process and City Manager Recruitment Process City Attorney Sheesley provided an overview of the process to appoint an interim city manager and the options council has to solicit applicants for the permanent position. 3. Executive Session 20-43 An executive session pursuant to C.R.S. 24-6-402(4)(e) for the purpose of determining and developing negotiating positions and instructing negotiators relative to an interim city manager agreement. A motion was made by Council Member Madera, seconded by Council Member Noble, to enter into an executive session pursuant to C.R.S. 24-6-402(4)(e) for the purpose of determining and developing negotiating positions and instructing negotiators relative to an interim city manager agreement.
