Per Ordinance 2271 the City Manager is authorized to conduct this meeting via Zoom
1. Call to Order/Roll Call
A special meeting of the City Council of the City of Commerce City was called to order
by Mayor Huseman on August 31, 2020, at 7:08 PM.
A motion was made by Council Member Grimes, seconded by Council Member
Allen-Thomas, to excuse Mayor Pro Tem Frank from the meeting. VOTE: 8 - Aye, 1 -
Excused (Frank)
Present: 8 - Mayor Benjamin Huseman, Council Member Oscar Madera, Council
Member Jennifer Allen-Thomas, Council Member Susan Noble, Council
Member Jose Guardiola, Council Member Craig Hurst, Council Member
Meghan Grimes and Council Member Robyn Smith
Excused: 1 - Mayor Pro Tem Nicole Frank
2. Presentations
Pres 20-255 OpenGov Demo
Sheryl Carstens, Director of Finance, provided council with a general overview of the
OpenGov budgeting platform available on the city's website.
Pres 20-270 Capital Projects Overview
Roger Tinklenberg, Interim City Manager, provided an overview of the current and
future capital projects and strategies the council may take in order to fund the
projects.
Pres 20-271 CIPP Project Requests 2021-2025
Roger Tinklenberg, Interim City Manager, provided an overview of the capital
improvement project requests for 2021 through 2025 ahead of the budget retreat.

3. Administrative Council Business
A motion was made by Mayor Huseman, seconded by Council Member Guardiola, that
all city social media posts and city alert emails be bilingual from here on out. VOTE: 8
- Aye, 1 - Excused (Frank)
A motion was made by Mayor Huseman, seconded by Council Member Guardiola, that
from here on out that all city council meetings, planning commission meetings, and
study sessions have translation services. VOTE: 8 - Aye, 1 - Excused (Frank)
A motion was made by Mayor Huseman, seconded by Council Member Allen-Thomas,
to create a Keep Commerce City Clean campaign. VOTE: 8 - Aye, 1 - Excused (Frank)
A motion was made by Mayor Huseman to direct staff to explore air and water quality
monitoring systems, companies, and technologies and present options to council at a
future meeting.
Council Member Noble requested an amendment to the motion to require prospective
companies to present their technologies directly to council. Mayor Huseman accepted
the amendment to his motion and Council Member Noble seconded the motion.
VOTE: 8 - Aye, 1 - Excused (Frank)
4. Executive Session
20-61 An executive session pursuant to CRS 24-6-402(4)(e) for the purpose of
determining positions, developing negotiating strategy and instructing
negotiators relative to an air monitoring program.
A motion was made by Council Member Allen-Thomas, seconded by Council
Member Hurst, to enter into an executive session pursuant to CRS 24-6-402(4)(e)
for the purpose of determining positions, developing negotiating strategy and
instructing negotiators relative to an air monitoring program. VOTE:
Aye: 8- Mayor Huseman, Council Member Madera, Council Member Allen-Thomas,
Council Member Noble, Council Member Guardiola, Council Member Hurst,
Council Member Grimes and Council Member Smith
Excused: 1- Mayor Pro Tem Frank
5. Adjourn
The meeting adjourned at 9:54 p.m.
