Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Huseman on May 17, 2021, at 6:01 PM. Present: 9 - Mayor Benjamin Huseman, Mayor Pro Tem Nicole Frank, Council Member Oscar Madera, Council Member Jennifer Allen-Thomas, Council Member Susan Noble, Council Member Jose Guardiola, Council Member Craig Hurst, Council Member Meghan Grimes and Council Member Robyn Smith 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Citizen Communication 21-80 Citizen Communication - City Council will conduct this meeting virtually via Zoom as the Civic Center remains closed out of precaution for COVID-19. There will be the opportunity for public comment at the meeting during citizen communication and/or for each agenda item. Comments may be consolidated under the Citizen Comment part of the meeting. The public can submit their comments live during the meeting via Zoom or in advance using the online form or mail. Visit c3gov.com/council and click on “Meeting agendas” for the full meeting agenda and "Virtual Meeting and Public Comment Instructions" for instructions on how to submit live verbal and written comments. The deadline to register to comment and to submit written comments is noon on May 17. No public comments were received. 4. Presentations Pres 21-294 COVID-19 Update City Attorney Sheesley and City Manager Tinklenberg provided an update on the city's response to the COVID-19 pandemic. Pres 21-268 2021 Q1 Work Plan Update Deputy City Manager Blakeman discussed the five major goals of the City in the first quarter of the year and their associated targets. 6. Consent Agenda A motion was made by Mayor Pro Tem Nicole Frank, seconded by Council Member Oscar Madera, that the consent agenda be approved. Res 2021-33 RESOLUTION APPROVING THE INTERGOVERNMENTAL AGREEMENT BETWEEN ADAMS COUNTY AND THE CITY OF COMMERCE CITY FOR THE HOME INVESTMENT PARTNERSHIPS PROGRAM CONSORTIUM FOR PROGRAM YEARS 2022, 2023, AND 2024 Res 2021-36 RESOLUTION AMENDING THE DIRECTORY OF CITY FEES AND CHARGES TO MODIFY ADMINISTRATIVE HEARING DOCKET FEE Res 2021-40 RESOLUTION MODIFYING THE PARKS, RECREATION AND GOLF ADVISORY COMMITTEE Res 2021-41 A RESOLUTION AUTHORIZING AWARD OF CONTRACT FOR REPLACEMENT OF EAST 112TH AVENUE BRIDGE OVER FULTON DITCH TO JALISCO INTERNATIONAL INC. 7. Ordinances on 1st Reading Commerce City Page 3 City Council Meeting Minutes - Final May 17, 2021 Ord 2330 AN EMERGENCY ORDINANCE REPEALING ORDINANCE 2300 AND ORDINANCE 2320 REGARDING TEMPORARY RESTRICTIONS ON FEES THAT CAN BE CHARGED FOR THIRD-PARTY FOOD DELIVERY SERVICES IN THE CITY OF COMMERCE CITY, COLORADO A motion was made by Council Member Grimes, seconded by Council Member Allen-Thomas, that this ordinance be introduced by council as seated and approved on first reading. VOTE: Aye: 9- Mayor Huseman, Mayor Pro Tem Frank, Council Member Madera, Council Member Allen-Thomas, Council Member Noble, Council Member Guardiola, Council Member Hurst, Council Member Grimes and Council Member Smith 8. Administrative Council Business A motion was made by Council Member Grimes, seconded by Council Member Hurst, to request the City Manger to reinstate in person meetings. VOTE: 3 - Aye (Grimes, Hurst, Madera), 6 - Nay. Motion Failed. 21-78 Request for study session (Homelessness Update) Council Member Noble withdrew her request. 21-79 Request for study session (Derby Area Update & History) A motion was made by Council Member Noble, seconded by Council Member Allen-Thomas, to direct the City Manager to schedule a study session regarding the Derby area and its history, including a presentation from the Derby Review Board. VOTE: 9 - Aye 9. Council Reports City Manager Tinklenberg highlighted items presented in his weekly report provided to council earlier. The mayor and council reported on their attendance at various meetings and events. 10. Adjourn The meeting adjourned at 7:20 PM.
