Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Huseman on June 7, 2021, at 7:25 PM. A motion was made by Council Member Allen-Thomas, seconded by Council Member Grimes, to excuse members not present. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Citizen Communication Commerce City Page 1 City Council Meeting Minutes - Final June 7, 2021 21-86 Citizen Communication - City Council will conduct this meeting virtually via Zoom as the Civic Center remains closed out of precaution for COVID-19. There will be the opportunity for public comment at the meeting during citizen communication and/or for each agenda item. Comments may be consolidated under the Citizen Comment part of the meeting. The public can submit their comments live during the meeting via Zoom or in advance using the online form or mail. Visit c3gov.com/council and click on “Meeting agendas” for the full meeting agenda and "Virtual Meeting and Public Comment Instructions" for instructions on how to submit live verbal and written comments. The deadline to register to comment and to submit written comments is noon on June 7. Steve Douglas spoke on weeds in the city, the Mile High Greyhound Park development, and retail development in Commerce City. Britton Cottrell spoke on Ordinance 2333. 4. Proclamations Proc 21-06 Proclamation Declaring June 2021 as LGBTQIA+ Pride Month in Commerce City A motion was made by Council Member Madera, seconded by Council Member Noble, that this proclamation be approved. Presentations Pres 21-270 Rocky Mountain Arsenal Current Projects Update and Five-Year Review Charlie Scharmann presented on the Rocky Mountain Arsenal's current projects and five year review. Pres 21-339 COVID-19 Update City Manager Tinklenberg provided council an update on the city's response to the COVID-19 pandemic. Pres 21-302 Comprehensive Plan Update Jamie Rice, City Planner, presented on timeline, outreach, and updates of the comprehensive plan. Pres 21-338 2022 Work Plan Goals and Targets City Manager Roger Tinklenberg introduced the presentation. Deputy City Manager Cathy Blakeman presented on the 2022 goals and targets. 6. Consent Agenda A motion was made by Council Member Allen-Thomas, seconded by Council Member Grimes, that this be approved on the consent agenda. Z-970-21 AN ORDINANCE REZONING FROM C-2 (GENERAL COMMERCIAL DISTRICT) TO PUBLIC. THE PROPERTY LOCATED AT 4761 E 69TH AVENUE, COMMERCE CITY, COLORADO, AS DESCRIBED IN EXHIBIT A, AND AMENDING THE ZONING MAP OF THE CITY OF COMMERCE CITY, COLORADO TO REFLECT SAID REZONING. Ord 2328 AN ORDINANCE ENACTING A NEW SECTION 2-1005 IN ARTICLE I OF CHAPTER 2 OF THE COMMERCE CITY REVISED MUNICIPAL CODE CREATING A PROCESS FOR HANDLING THIRD PARTY COMPLAINTS ALLEGING VIOLATIONS OF CAMPAIGN FINANCE LAWS RELATING TO MUNICIPAL ELECTIONS. Commerce City Page 3 City Council Meeting Minutes - Final June 7, 2021 Res 2021-42 RESOLUTION ENDORSING THE COMMERCE CITY TRAFFIC CALMING POLICY Res 2021-43 RESOLUTION APPOINTING MEMBERS TO DESIGNATED BOARDS AND COMMISSIONS OF COMMERCE CITY 7. Resolutions Res 2021-38 RESOLUTION ESTABLISHING ENVIRONMENTAL POLICY ADVISORY COMMITTEE Domenic Martinelli, Environmental Planner, presented on the establishment of an Environmental Policy Advisory Committee, environmental justice and equity role, meetings and duration, long term citizen involvement, composition/structure, recruitment, timeline, and questions for Council. A motion was made by Council Member Noble, seconded by Council Member Guardiola, that this resolution be adopted. Ordinances on 1st Reading Ord 2333 AN ORDINANCE AMENDING SECTION 5-41001 OF THE COMMERCE CITY REVISED MUNICIPAL CODE TO AMEND THE FIRE CODE OF THE CITY OF COMMERCE CITY, THE 2018 INTERNATIONAL FIRE CODE AS ADOPTED AND AMENDED, TO ALLOW THE LIMITED USE OF CERTAIN FIREWORKS IN COMMERCE CITY A motion was made by Council Member Hurst, seconded by Council Member Noble, that this ordinance be amended at section 1 and section 4 to include language from section 5.4 of the City Charter to change to an emergency ordinance effective immediately once introduced by council as seated and approved on first and final reading. A motion was made by Council Member Grimes, seconded by Council Member Allen-Thomas, that this ordinance be introduced by council as seated and approved on first reading. A motion was made by Council Member Grimes, seconded by Council Member Allen-Thomas, that this ordinance be introduced by council as seated and approved on first reading. Administrative Council Business A motion was made by Council Member Guardiola, seconded by Council Member Grimes, to have City staff draft an ordinance or resolution that allocates $2500 to six 27J and thirteen Adams 14 schools that serve Commerce City residence. VOTE: 8 - Aye, 1 - Excused (Frank) A motion was made by Council Member Allen-Thomas, seconded by Council Member Noble, to have City staff draft a resolution to increase the membership of the Diversity, Equity, and Inclusion Commission to allow for two voting members of Council with one alternate to sit on the commission. VOTE: 7 - Aye, 1 - Nay (Madera), 1 - Excused (Frank) A motion was made by Council Member Hurst, seconded by Council Member Noble, to have a study session on fence policies throughout Commerce City for June 28th. Council Reports City Manager Tinklenberg highlighted items presented in his weekly report provided to council earlier. The Mayor and council reported on their attendance at various meetings and events. 11. Adjourn The meeting adjourned at 11:26 PM.
