Call to Order/Roll Call A special meeting of the City Council of the City of Commerce City was called to order by Mayor Huseman on September 13, 2021, at 7:36 PM. Present: 9 - Mayor Benjamin Huseman, Mayor Pro Tem Nicole Frank, Council Member Oscar Madera, Council Member Jennifer Allen-Thomas, Council Member Susan Noble, Council Member Jose Guardiola, Council Member Craig Hurst, Council Member Meghan Grimes and Council Member Robyn Smith 2. Proclamation Proc 21-11 Proclamation Declaring September 15 - October 15, 2021, as National Hispanic Heritage Month A motion was made by Mayor Pro Tem Frank, seconded by Council Member Grimes, that this proclamation be approved. VOICE VOTE: Unanimous, all present affirmed. 3. Presentations Pres 21-485 Recreation Center Annual Pass Fees (Social Security Disability Insurance) Carolyn Keith, Director of Parks, Recreation & Golf, presented on recreation center annual pass fee waivers and discounts. Director Keith provided information on current waiver and discount programs, scholarships for recreation center passes, and possible options for Council to consider to adjust fee waivers and discounts. 4. Public Hearing Commerce City Page 1 City Council Meeting Minutes - Final September 13, 2021 Res 2021-81 RESOLUTION APPROVING THE SERVICE PLAN FOR TRIANGLE METROPOLITAN DISTRICT AND THE RELATED INTERGOVERNMENTAL AGREEMENT Mayor Huseman opened the public hearing. John Bourjaily, management analyst, provided the staff presentation to Council. John provided an overview of metropolitan districts, criteria of metropolitan district formation, options for Council to take on metropolitan districts, and an overview of the subject area of the proposed metropolitan district. Bruce O'Donnell, representative from CA Ventures; Megan Murphy, of White Bear, Ankele, and Tanaka, representing the applicant; and Polly Jessen of Kaplan Kirsch, were present to take questions from Council. Steve Douglas provided testimony on the matter. Mayor Huseman closed the public hearing. A motion was made by Council Member Hurst, seconded by Council Member Grimes, that this Resolution be adopted. VOICE VOTE: Unanimous, all present affirmed.
