1. Call to Order/Roll Call
A regular meeting of the City Council of the City of Commerce City was called to order
by Mayor Huseman on January 3, 2022 at 6:41 PM.
Present: 9 - Mayor Benjamin Huseman, Mayor Pro Tem Jennifer Allen-Thomas, Council
Member Oscar Madera, Council Member Rick Davis, Council Member
Susan Noble, Council Member Craig Hurst, Council Member Meghan

22-04 Citizen Communication - City Council will conduct this meeting virtually
via Zoom as the Civic Center remains closed out of precaution for
COVID-19. There will be the opportunity for public comment at the
meeting during citizen communication and/or for each agenda item.
Comments may be consolidated under the Citizen Comment part of the
meeting. The public can submit their comments live during the meeting
via Zoom or in advance using the online form or mail. Visit
c3gov.com/council and click on “Meeting agendas” for the full meeting
agenda and "Virtual Meeting and Public Comment Instructions" for
instructions on how to submit live verbal and written comments. The
deadline to register to comment and to submit written comments is noon
on January 3, 2022.
Eloy Espinoza spoke on open spaces in their community and the Land Development
Code.

Anita Riley, Principal Planner, provided the environmental planning policy and oil and
gas monthly update.
Pres 22-08 2022 Private Activity Bonds Initial Discussion
Jenna Lowery, Management Analyst, presented on potential projects for 2022 private
activity bond allocations.

A motion was made by Mayor Pro Tem Allen-Thomas, seconded by Council

THE WATER ACQUISITION FUND TO THE CAPITAL
IMPROVEMENTS AND PRESERVATION PLAN FUND (CIPP) FOR
COSTS ASSOCIATED WITH THE BUFFALO RUN GOLF COURSE
WELL PROJECT AND THE AUTHORIZATION OF THE
EXPENDITURES THEREOF

Armando Guardiola, Director of Human Resources, presented an update on the
Municipal Judge recruitment.
9. Council Reports
City Manager Tinklenberg highlighted items presented in his weekly report provided to
council earlier. The mayor and council reported on their attendance at various meetings
and events.

22-05 An executive session pursuant to C.R.S. 24-6-402(4)(f) for the purposes
of discussing personnel matters relating to the City Manager’s
performance of the management of the Police Department.
A motion was made by Council Member Hurst, seconded by Council Member Madera,
to direct the recording of the executive session of October 18, 2020 regarding the City
Manger's performance be retained for at least 30 days after any investigation has
occurred regarding the Police Chief's interactions with any agency in Utah. VOTE: Aye

A motion was made by Mayor Pro Tem Allen-Thomas, seconded by Council
Member Madera, to enter into an executive session pursuant to C.R.S.
24-6-402(4)(f) for the purposes of discussing personnel matters relating to the
City Manager’s performance of the management of the Police Department.
