1. Call to Order/Roll Call
A regular meeting of the City Council of the City of Commerce City was called to order
by Mayor Huseman on August 1, 2022 at 6:03 PM.
A motion was made by Mayor Pro Tem Allen-Thomas, seconded by Council Member
Madera, to excuse those members not present. VOTE: 8 - Aye, 1 - Excused (Douglas)
Present: 9 - Mayor Benjamin Huseman, Mayor Pro Tem Jennifer Allen-Thomas, Council
Member Oscar Madera, Council Member Rick Davis, Council Member
Susan Noble, Council Member Craig Hurst, Council Member Meghan
Grimes, Council Member Sean Ford and Council Member Kristi Douglas
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Citizen Communication
Council Member Douglas arrived to the meeting.
22-142 Citizen Communication - City Council will conduct this meeting in person
at the Commerce City Civic Center, 7887 E 60th Ave, Commerce City,
CO 80022. There will be the opportunity for public comment at the
meeting during citizen communication and/or for each agenda item.
Comments may be consolidated under the Citizen Comment part of the
meeting. The public can submit their comments live during the meeting in
person, via Zoom, or in advance through mail or email. Visit

22-140 2022 Curt Holland Employee of The Year Award
Interim Chief Sadar presented the 2022 Curt Holland Employee of the Year Award to
Sgt. Fender.
Proc 22-15 Proclamation Declaring the Week of August 7-13, 2022 as National
Health Center Week in Commerce City
A motion was made by Council Member Madera, seconded by Mayor Pro Tem
Allen-Thomas, that this Proclamation be approved. VOTE:

Pres 22-252 Environmental Planning Policy and Oil and Gas Monthly Update
Dr. Rosemarie Russo, Environmental Planner, gave the monthly environmental
planning policy and oil and gas update.
Pres 22-425 Q2 2022 Work Plan Updates
Roger Tinklenberg, City Manager, introduced the presentation and Trenten Robinson,
Management Analyst, gave the presentation.
A motion was made by Mayor Pro Tem Allen-Thomas, seconded by Council Member
Ford, to direct staff to explore using funds to provide bonuses or retention funds to
frontline or essential employees. VOTE: 9 - Aye
Pres 22-417 Feasibility Study for Potential Criminal Justice Center Headquarters in
Northern Range
Roger Tinklenberg, City Manager, introduced the presentation and Trenten Robinson,
Management Analyst, gave the presentation.
Jeff Goodale and Ashlyn Jach, HOK, gave the HOK part of the presentation and to

answered questions from Council.
6. Executive Session
22-123 An executive session pursuant to C.R.S. 24-6-402(4)(e) for the purpose
of discussing the acquisition of potential real property to locate a
potential Criminal Justice Center.
A motion was made by Council Member Grimes, seconded by Council Member
Madera, to enter into an executive session pursuant to C.R.S. 24-6-402(4)(e) for
the purpose of discussing the acquisition of potential real property to locate a
potential Criminal Justice Center. VOTE:

Res 2022-76 A RESOLUTION FOR THE COMMUNITY DEVELOPMENT BLOCK
GRANT (CDBG) PROGRAM APPROVING THE 2022 ANNUAL ACTION
PLAN
Mayor Huseman opened the public hearing.
George Lewis, CDBG Coordinator, provided the staff presentation to Council. George
provided an overview of the 2022 Action Plan including program history, Consolidated
Plan/Annual Action Plan Process, Community Development Block Grant Program, and
the anticipated 2022 funds.
Mayor Huseman closed the public hearing.
A motion was made by Council Member Hurst, seconded by Council Member
Madera, that this Resolution be adopted. VOTE:

A motion was made by Council Member Hurst, seconded by Mayor Pro Tem
Allen-Thomas, that this Resolution be adopted. VOTE:

10. Ordinances on 1st Reading
Ord 2402 SECOND AND FINAL READING OF AN ORDINANCE AMENDING THE
2022 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO, BY
APPROPRIATING PORTIONS OF THE UNENCUMBERED FUND
BALANCES OF THE GENERAL FUND, CAPITAL EXPENDITURES
FUND AND FACILITY SERVICES FUND AND TRANSFERRING TO
DESIGNATED FUNDS PORTIONS OF THE UNENCUMBERED FUND
BALANCE IN THE GENERAL FUND, FOR A TOTAL AMOUNT OF
$12,659,472 AND AUTHORIZING THE EXPENDITURE THEREOF.
A motion was made by Council Member Hurst, seconded by Council Member Madera,
to amend Ordinance 2402 by striking through any reference to ballistic helmets,
plates, and carriers and reducing the overall amount from $176,732 to $116,432.
VOTE: 9 - Aye
A motion was made by Council Member Hurst, seconded by Mayor Pro Tem
Allen-Thomas, that this Ordinance be introduced by council as seated and
approved on first reading as amended. VOTE:

11. Administrative Council Business
A motion was made by Council Member Grimes, seconded by Council Member Ford,
to direct Code Enforcement to begin citing City property and providing a report to the

22-144 2nd Annual 'Hacking Fore Heroes' Golf Tournament Sponsorship
Request
A motion was made by Council Member Madera, seconded by Mayor Pro Tem
Allen-Thomas, to approve a $2500 sponsorship for the 2nd Annual Hacking for Heroes
Golf Tournament. VOTE: 9 - Aye
12. Council Reports
City Manager Tinklenberg highlighted items presented in his weekly report provided to
Council earlier. The mayor and Council reported on their attendance at various
meetings and events.
A motion was made by Mayor Pro Tem Allen-Thomas, seconded by Council Member
Noble, to extend the automatic adjournment time by one (1) hour. VOTE: 8 - Aye, 1 -
Nay (Madera)
13. Executive Session
22-141 An executive session of the City Council pursuant to C.R.S. 24-6-402(4)
(F) for the purpose of discussion of the mid-year evaluation of the City
Manager.
A motion was made by Mayor Pro Tem Allen-Thomas, seconded by Council Member
Grimes, to extend the automatic adjourn time by thirty (30) minutes. VOTE: 8 - Aye, 1
- Nay (Madera).
A motion was made by Council Member Grimes, seconded by Mayor Pro Tem
Allen-Thomas, to place City Manager Roger Tinklenberg on administrative leave for two
weeks affective immediately. VOTE: 8 - Aye, 1 - Nay (Ford).
A motion was made by Council Member Grimes, seconded by Mayor Pro Tem
Allen-Thomas, to appoint Deputy City Manager Blakeman as Interim City Manager for
the period of two weeks. VOTE: 9 - Aye
A motion was made by Mayor Pro Tem Allen-Thomas, seconded by Council
Member Noble, to enter into an executive session pursuant to C.R.S. 24-6-402(4)
(F) for the purpose of discussion of the mid-year evaluation of the City
Manager. VOTE:
