Call to Order/Roll Call A special meeting of the City Council of the City of Commerce City was called to order by Mayor Huseman on January 9, 2023, at 6:00 PM. Present: 9 - Mayor Benjamin Huseman, Mayor Pro Tem Jennifer Allen-Thomas, Council Member Oscar Madera, Council Member Susan Noble, Council Member Craig Hurst, Council Member Craig Kim, Council Member Sean Ford , Council Member Kristi Douglas and Renee Millard-Chacon 2. Ordinances on 1st Reading Ord 2451 SECOND AND FINAL READING OF AN ORDINANCE AMENDING THE 2023 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO, BY APPROPRIATING A PORTION OF THE UNENCUMBERED FUND BALANCE OF THE FLEET MANAGEMENT FUND AND TRANSFERRING PORTIONS OF THE UNENCUMBERED FUND BALANCES IN THE POLICE FORFEITURE - FEDERAL AND POLICE FORFEITURE - STATE FUNDS TO THE FLEET MANAGEMENT FUND TO BE USED FOR THE PURCHASE OF A BEARCAT FOR A TOTAL AMOUNT OF $280,000 AND AUTHORIZING THE EXPENDITURE THEREOF A motion was made by Mayor Pro Tem Allen-Thomas, seconded by Council Member Ford, that this Ordinance be introduced by council as seated and approved on first reading. VOTE: Aye: 8- Mayor Huseman, Mayor Pro Tem Allen-Thomas, Council Member Madera, Council Member Noble, Council Member Hurst, Council Member Kim, Council Member Ford and Council Member Douglas 3. Administrative Council Business Commerce City Page 1 City Council Meeting Minutes - Final January 9, 2023 23-004 Approval of $1,500 for Tuskegee Airmen to Come to Commerce City for the Month of February for Black History Month A motion was made by Mayor Pro Tem Allen-Thomas, seconded by Council Member Kim, to authorize the expenditure of $1,500 to have the last living Tuskegee Airman come and present to the City in February for Black History Month. VOTE: Aye - 8 4. City Council Ward III Applicant Presentations 23-006 City Council Ward III Applicant Presentations and Appointment The following applicants presented before City Councill: Michael Storozum Melinda Larson Ashley Jackson Renee Millard-Chacon Jose Guardiola Cassie Ratliff withdrew their application. Council recessed to the candidate meet and greet. 5. Reception A thirty-minute meet and greet was held in the atrium with Council, applicants, and the public. 6. Ward III Appointment and Swearing-In After the first round of voting, the finalists were Ashley Jackson, Melinda Larson, and Renee Millard-Chacon. A motion was made by Council Member Madera, seconded by Council Member Ford, to appoint Ashley Jackson to the City Council Ward III seat. VOTE: 3 - Aye (Ford, Hurst, Madera), 5 - Nay After the second round of voting, the top two finalists were Ashley Jackson and Renee Millard-Chacon. After the third round of voting, the finalist was Renee Millard-Chacon. A motion was made by Mayor Pro Tem Allen-Thomas, seconded by Council Member Noble, to appoint Renee Millard-Chacon to the City Council Ward III seat. VOTE: 8 - Aye Renee Millard-Chacon was sworn-in by Mayor Huseman and took their seat at the dais. 7. Executive Session Commerce City Page 2 City Council Meeting Minutes - Final January 9, 2023 23-001 An executive session pursuant to C.R.S. sections 24-6-402(4)(f) & (g) for the purposes of discussing personnel matters specifically related to the recruitment of a City Attorney and discussing the interview process for the position of City Attorney A motion was made by Mayor Pro Tem Allen-Thomas, seconded by Council Member Madera, to enter into an executive session pursuant to C.R.S. sections 24-6-402(4)(f) & (g) for the purposes of discussing personnel matters specifically related to the recruitment of a City Attorney, discussing the interview process for the position of City Attorney. VOICE VOTE: Aye: 8- Mayor Pro Tem Allen-Thomas, Council Member Madera, Council Member Noble, Council Member Hurst, Council Member Kim, Council Member Ford, Council Member Douglas and Millard-Chacon Nay: 1- Mayor Huseman 8. Adjourn The meeting adjourned at 8:38 PM.
