1. Call to Order/Roll Call
A regular meeting of the City Council of the City of Commerce City was called to order
by Mayor Pro Tem Allen-Thomas on October 2, 2023, at 6:00 PM.
A motion was made by Council Member Hurst, seconded by Council Member Madera,
to excuse those members not present. VOTE: 8 - Aye, - Excused (Huseman)
Present: 8 - Mayor Pro Tem Jennifer Allen-Thomas, Council Member Oscar Madera,
Council Member Renee Millard-Chacon, Council Member Susan Noble,
Council Member Craig Hurst, Council Member Craig Kim, Council Member
Sean Ford and Council Member Kristi Douglas
Excused: 1 - Mayor Benjamin Huseman
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Approval of Agenda
A motion was made by Council Member Hurst, seconded by Council Member Kim, to
approve the agenda. VOTE: 8 - Aye, 1 - Excused (Huseman)

23-177 Public Comment - City Council will conduct this meeting in person at the
Commerce City Civic Center, 7887 E 60th Ave, Commerce City, CO
80022. There will be the opportunity for public comment at the meeting
during public comment and/or for each agenda item. Comments may be
consolidated under the Public Comment part of the meeting. The public
can submit their comments live during the meeting in person, via Zoom,
or in advance through mail or email. Visit c3gov.com/council and click on
“Meeting agendas” for the full meeting agenda and "Virtual Meeting and
Public Comment Instructions" for instructions on how to submit live verbal
and written comments. The deadline to register via Zoom or submit
written comments is noon on Monday, October 2, 2023.
Keith Rogers spoke on letter circulating in the city on housing purchases.
Scott VanHeusen spoke on the 25th anniversary of the murder of Matt Shepherd for
being a gay man.
Joy Bishop spoke on her situation at Conter Estates and on Resolution 2023-100.
Joanna Rosa-Saenz spoke on the City's help with preventing an eviction of a resident.
Tomasa Hernandez thanked the City for helping with preventing their eviction.
5. Presentations
Pres 23-585 Oil and Gas Monthly Update
Dr. Rosemarie Russo, Environmental Planner, gave the monthly environmental
planning policy and oil and gas update.
Pres 23-528 Discussion of a Ban on the Sale of Dogs and Cats in Pet Stores
Dylan Gibson, City Clerk, presented on the draft ordinance banning the sale of puppies
and kittens in pet stores in the City.
6. Consent Agenda
Council Member Douglas requested to pull Resolution 2023-100.
A motion was made by Council Member Noble, seconded by Council Member
Douglas, to approve the Consent Agenda as amended. ROLL CALL VOTE:

A motion was made by Council Member Kim, seconded by Council Member Chacon,
to direct the city manager to schedule a study session that would look into hiring an
expert or having a consultant engage with the City to incorporate the history of the city
that incorporates culturally responsive and trauma sensitive information. VOTE: 8 -
Aye, 1 - Excused (Huseman)
9. Council Reports
Acting City Manager Blakeman highlighted items presented in the weekly report
provided to council earlier. The mayor pro tem and council reported on their attendance
at various meetings and events.

10. Adjourn
A motion was made by Council Member Hurst, seconded by Council Member Madera,
to adjourn the meeting. VOTE: 8 - Aye, 1 - Excused (Huseman)
The meeting adjourned at 8:35 PM.
In accord with the city charter, the city clerk read the title to all ordinances and
resolutions adopted by Council at this meeting.
