1. Call to Order/Roll Call
A regular meeting of the City Council of the City of Commerce City was called to
order by Mayor Huseman on October 9, 2023, at 6:00 PM.
A motion was made by Council Member Madera, seconded by Council Member
Hurst, to excuse those members not present. VOTE: 7 - Aye, 2 - Excused
(Allen-Thomas, Chacon).
Present: 7 - Mayor Benjamin Huseman, Council Member Oscar Madera, Council
Member Susan Noble, Council Member Craig Hurst, Council Member
Craig Kim, Council Member Sean Ford and Council Member Kristi

2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Approval of Agenda
A motion was made by Council Member Noble, seconded by Council Member
Douglas, to amend the agenda to move presentations after ordinances on 2nd
reading. VOTE: 7 - Aye, 2 - Excused (Allen-Thomas, Chacon)

23-178 Public Comment - City Council will conduct this meeting in person at
the Commerce City Civic Center, 7887 E 60th Ave, Commerce City,
CO 80022. There will be the opportunity for public comment at the
meeting during public comment and/or for each agenda item.
Comments may be consolidated under the Public Comment part of the
meeting. The public can submit their comments live during the
meeting in person, via Zoom, or in advance through mail or email. Visit
c3gov.com/council and click on “Meeting agendas” for the full meeting
agenda and "Virtual Meeting and Public Comment Instructions" for
instructions on how to submit live verbal and written comments. The
deadline to register via Zoom or submit written comments is noon on
Monday, October 9, 2023.

7. Executive Session
23-228 An executive session of the City Council of the City of Commerce City
pursuant to C.R.S. 24-6-402(4)(f)& (g) for the purposes of considering
documents protected by the mandatory nondisclosure provisions of
the Colorado Open Records Act, specifically for the consideration of
application materials related to the recruitment of a City Attorney and
for the purpose of determining positions relative to matters that may
be subject to negotiations, developing strategy for negotiations and
instructing negotiators regarding the recruitment of the City Attorney.
A motion was made by Council Member Madera, seconded by Council Member
Kim, to enter into an executive session pursuant to C.R.S. 24-6-402(4)(f)& (g)
for the purposes of considering documents protected by the mandatory

to continue the presentation until after the holidays but prior to spring. VOTE: 6 - Aye,
1 - Nay (Noble), 2 Excused ( Allen-Thomas, Chacon).
Pres 23-613 Adams County Health Department Update
A motion was made by Council Member Hurst, seconded by Council Member Kim, to
continue the presentation to October 27th. VOTE: 7 - Aye, 2 - Excused
(Allen-Thomas, Chacon)
9. Ordinances on 1st Reading
Ord 2547 SECOND AND FINAL READING OF AN ORDINANCE AMENDING
THE 2023 BUDGET OF THE CITY OF COMMERCE CITY,
COLORADO, BY TRANSFERRING $298,800 FROM THE
UNENCUMBERED FUND BALANCE OF THE GENERAL FUND TO
THE INFORMATION TECHNOLOGY FUND FOR COSTS
ASSOCIATED WITH THE FLOCK CAMERA SYSTEM AND
AUTHORIZING THE EXPENDITURE THEREOF
A motion was made by Council Member Kim, seconded by Council Member
Hurst, that this Ordinance be introduced by council as seated and approved on
first reading. VOTE:

A was made to recommend Joy Bishop for mayoral appointment to the Commerce
City Urban Renewal Authority. VOTE: 7 - Aye, 2 - Excused (Allen-Thomas, Chacon)
23-238 Mayoral Appointment to Commerce City Urban Renewal Authority
Mayor Huseman chose not to appoint Joy Bishop to the Commerce City Urban
Renewal Authority.
23-243 Appointments to the Council Retreat Committee
A motion was made by Council Member Madera, seconded by Council Member
Noble, to appoint Council Members Douglas, Ford, and Hurst to the Council Retreat
Committee. VOTE: 7 - Aye, 2 - Excused (Allen-Thomas, Chacon).
23-242 Appointments to the Council Orientation Committee
A motion was made by Council Member Douglas, seconded by Council Member
Ford, to appoint Council Members Hurst, Madera, and Noble to the Council
Orientation Committee. VOTE: 7 - Aye, 2 - Excused (Allen-Thomas, Chacon).
23-246 2024 Sponsorship Request - Boots 'N Business Event
A motion was made by Council Member Ford, seconded by Council Member Hurst, to
sponsor the Boots 'N Business event at the National Western Stock Show. VOTE: 7 -
Aye, 2 - Nay (Allen-Thomas, Chacon)
12. Council Reports
A motion was made by Council Member Noble, seconded by Council Member Hurst,
to extend the automatic adjourn time by 15 minutes. VOTE: 5 - Aye, 2 - Nay (Ford,
Madera), 2 - Excused (Allen-Thomas, Chacon)
City Manager Rogers highlighted items presented in their weekly report provided to
council earlier. The Mayor and Council reported on their attendance at various
meetings and events.

13. Adjourn
A motion was made by Council Member Kim, seconded by Council Member Hurst, to
adjourn the meeting. VOTE: 6 - Aye, 1 - Nay (Madera), 2 - Excused (Allen-Thomas,
Chacon)
The meeting adjourned at 10:33 PM.
In accord with the city charter, the city clerk read the title to all ordinances and
resolutions adopted by Council at this meeting.
