Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Douglas on March 17, 2025, at 6:03 PM. A motion was made by Council Member Ford, seconded by Council Member Teter, to excuse those members not present. VOTE: 6 - Aye, 2 - Nay (K. Douglas, Kim), 1 - Excused (Madera) Present: 8 - Mayor Steven J. Douglas, Mayor Pro Tem Susan Noble, Council Member Rocky Teter, Council Member Renee Millard-Chacon, Council Member Craig Kim, Council Member Charles Dukes, Council Member Sean Ford and Council Member Kristi Douglas Excused: 1 - Council Member Oscar Madera 2. Pledge of Allegiance Pledge of Allegiance was recited. 3. Approval of Agenda A motion was made by Council Member Kim, seconded by Council Member Teter, to adopt the agenda. VOTE: 8 - Aye, 1 - Excused (Madera) 4. Public Comment Commerce City Page 1 City Council Meeting Minutes - Final March 17, 2025 25-015 Public Comment - City Council will conduct this meeting in person at the Commerce City Civic Center, 7887 E 60th Ave, Commerce City, CO 80022. There will be the opportunity for public comment at the meeting during public comment and/or for each agenda item. Comments may be consolidated under the Public Comment part of the meeting. The public can submit their comments live during the meeting in person, via Zoom, or in advance through mail or email. Visit c3gov.com/council and click on “Meeting agendas” for the full meeting agenda and "Virtual Meeting and Public Comment Instructions" for instructions on how to submit live verbal and written comments. The deadline to register via Zoom or submit written comments is noon on Monday, March 17, 2025. Mike Schlaifer spoke on the need to increase the required parking distance from houses. Jackie Valdez spoke on her fence repair and ATV and other motor vehicles use of excessive speed and requested speed limits to be reduced. Shirley Henni spoke on the street speeding in the school zones, street light on 64th & Olive, and prairie dog control. 5. Proclamations and Recognitions Proc 25-003 Proclamation Declaring April 2025 as Child Abuse Prevention Month in Commerce City, Colorado Kim Messina, Victim's Rights Advocate, read the proclamation. A motion was made by Council Member Ford, seconded by Council Member Kim, that this Proclamation be approved. VOTE: Aye: 8- Mayor Douglas, Mayor Pro Tem Noble, Council Member Teter, Council Member Millard-Chacon, Council Member Kim, Council Member Dukes, Council Member Ford and Council Member Douglas Excused: 1- Council Member Madera Proc 25-004 Proclamation Declaring April 2025 as Autism Awareness and Acceptance Month in Commerce City, Colorado Dee Dee Gilliam & Joanne Stranahan, DEI Commissioners, read the proclamation. A motion was made by Council Member Kim, seconded by Council Member Millard-Chacon, that this Proclamation be approved. Noticed Council Business 25-116 Requesting an ordinance amending the Commerce City revised municipal code chapter 2, Article lll establishing the Environmental Policy and Innovation Commission. A motion was made by Council Member Douglas, seconded by Council Member Millard-Chacon, to introduce an ordinance on first reading for the establishment of the Environmental Policy Innovation Commission otherwise known as EPIC that will be codified in chapter 2 of the Commerce City revised Municipal Code. Administrative Council Business A motion was made by Council Member Nobel, seconded by Council Member Dukes, for the Parks, Recreation and Golf advisory committee to determine if they would like to become a commission, what they would like the name of their commission to be, and whether Golf should be spun off as its own advisory commission for Buffalo Run Golf Course and Bison Grill clubhouse. VOTE: 8 - Aye, 1 - Excused (Madera) 9. Council Reports City Manager Rogers highlighted items presented in their weekly report provided to council earlier.
