Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Douglas on April 21, 2024, at 6:00 PM. A motion was made by Council Member Kim, seconded by Council Member Dukes, to excuse those members not present. VOTE: 5 - Aye, 3 - Nay (Chacon, S. Douglas, K. Douglas) 1 -Excused (Madera) Present: 8 - Mayor Steven J. Douglas, Mayor Pro Tem Susan Noble, Council Member Rocky Teter, Council Member Renee Millard-Chacon, Council Member Craig Kim, Council Member Charles Dukes, Council Member Sean Ford and Council Member Kristi Douglas Excused: 1 - Council Member Oscar Madera 2. Pledge of Allegiance The pledge of allegiance was recited. 3. Approval of Agenda A motion was made by Council Member Kim, seconded by Council Member Chacon, to adopt the agenda. Public Comment Commerce City Page 1 City Council Meeting Minutes - Final April 21, 2025 25-023 Public Comment - City Council will conduct this meeting in person at the Commerce City Civic Center, 7887 E 60th Ave, Commerce City, CO 80022. There will be the opportunity for public comment at the meeting during public comment and/or for each agenda item. Comments may be consolidated under the Public Comment part of the meeting. The public can submit their comments live during the meeting in person, via Zoom, or in advance through mail or email. Visit c3gov.com/council and click on “Meeting agendas” for the full meeting agenda and "Virtual Meeting and Public Comment Instructions" for instructions on how to submit live verbal and written comments. The deadline to register via Zoom or submit written comments is noon on Monday, April 21, 2025. Brandi Sinclair spoke in support of Councilmember Kim's comments made at the Adams14 School District meeting. Dale Quintana spoke in support of Councilmember Kim's comments made at the Adams14 School District meeting. Jackie Valdez spoke on ATV's, mini-bikes and go-carts driving down her street and the need for drones to assist the police department. Keith Rogers spoke on code enforcement visiting his neighbors. Rene Bullock spoke on the passing of former Mayor Casey Hayes and requested the City send condolences to his family. He noted an upcoming event on May 3rd for the Fastest Two Minutes in Horse Racing at Key Bank. 5. Proclamations and Recognitions Proc 25-014 Proclamation Declaring May 5, 2025 as Missing and Murdered Indigenous Persons Awareness Day in Commerce City, Colorado A motion was made by Council Member Kim, seconded by Council Member Millard-Chacon, that this Proclamation be approved. Noticed Council Business 25-148 Collaborative Meeting Between Commerce City City Council and Brighton City Council A motion was made by Council Member Kim, seconded by Mayor Pro Tem Noble, to direct the City Manager to 1) determine if Brighton City Council would be interested in this joint collaboration 2) determine timing of when both city Councilmembers may be available for this one of many positive interactions, and 3) ensure both city Councilmembers would provide a list of shared interests that may lead to fruitful and productive conversations. VOTE: 8 - Aye, 1 -Excused (Madera) 7. Presentations Pres 25-005 2024 State of the Court Municipal Judge Bowen presented the state of the Court to City Council. A motion was made by Council Member Renee Millard-Chacon, seconded by Mayor Steven J. Douglas, that this Consent Agenda be approved, as amended. Administrative Council Business A motion was made by Council Member Kim, seconded by Council Member Teter, to allocate $2,000 in support of the Destination Imagine team to participate in the Global Finals. VOTE: 8 - Aye, 1 -Excused (Madera) A motion was made by Council Member Kim, seconded by Council Member Teter, to provide a donation to Mrs. Hayes on behalf of Commerce City and City Council. VOTE: 8 -Aye, 1 -Excused (Madera) A motion was made by Council Member Teter, seconded by Council Member Ford, to direct the City Manager to look into the execution of contracts or change orders necessary to perform additional mill and overly work on specific road segments, identified road segments, in compliance with City procurement policies and within approved budgetary limits.
