Call To Order/Roll Call A regular meeting of the Commerce City E-470 Commercial Area General Improvement District was called to order by Chairman Ford on October 20, 2014, at 8:12 PM. A motion was made by Board member McEldowney, seconded by Vice Chairman Bullock, to excuse Board Member Elliott from tonight's meeting. Public Hearings Res ECAGID RESOLUTION ADOPTING THE 2015 BUDGET AND 14-03 CERTIFICATION OF THE MILL LEVY FOR THE E-470 COMMERCIAL AREA GENERAL IMPROVEMENT DISTRICT (ECAGID) Chairman Ford opened the public hearing. Interim Finance Director Carstens stated that the budget shows revenues and expenditures at $100,000. This is simply a placeholder because there is no development within the district at this time. As development occurs, an amendment to the budget would be presented to the district board. The levy is set at 27 mills. She asked that the public hearing be continued to November 3, 2014, to allow for public input. In response to questions from the board, Administrative Services Officer Tinklenberg stated that the mill levy was set to match the mill levy in the Northern Infrastructure General Improvement District to eliminate commercial development favoritism for one district over the other. The Commerce City E-470 Residenital Area General Improvement District mill levy is set at 30 which is where the Northen Infrastructure General Improvement District mill levy started. No one from the audience came forward to address the board. A motion was made by Board Member Benson, seconded by Vice Chairman Bullock, that this resolution be continued. Ordinances on 1st Reading Ord ECAGID 06 AN ORDINANCE AMENDING THE 2014 BUDGET OF THE E-470 COMMERCIAL AREA GENERAL IMPROVEMENT DISTRICT (ECAGID) BY ACKNOWLEDGING RECEIPT OF THE SUM OF ONE MILLION TWO HUNDRED AND FORTY THOUSAND DOLLARS ($1,240,000) AS A LOAN FROM THE CITY OF COMMERCE CITY, COLORADO (CITY), APPROPRIATING SAID ONE MILLION TWO HUNDRED AND FORTY THOUSAND DOLLARS ($1,240,000) BY THE ECAGID AND THE AUTHORIZATION OF THE EXPENDITURE THEREOF. A motion was made by Vice-Chairman Bullock, seconded by Board Member McEldowney, that this ordinance be introduced by the board and approved on first reading.
