Call To Order/Roll Call A regular meeting of the Commerce City E-470 Residential Area General Improvement District was called to order by Chairman Ford on October 19, 2015, at 7:16 PM. A motion was made by Board Member McEldowney, seconded by Vice Chair Bullock, to excuse Board Member Carson from tonight's meeting. VOTE: 8 aye, 1 excused (Carson) Present: 8 - Jim Benson, Crystal Elliott, Steven J. Douglas, Sean Ford , Rick A. Teter, Andrew Amador, René Bullock and Jason McEldowney Excused: 1 - Jadie Carson 2. Approval of Minutes Min ERAGID ERAGID Meeting minutes of October 20, 2014 15-01 A motion was made by Board Member Teter, seconded by Board Member Amador, to allow Board Member Elliott to abstain from voting on the October 20, 2014, minutes because of her excused absence. VOTE: 7 aye, 1 abstain (Elliott), 1 excused (Carson) A motion was made by Board Member McEldowney, seconded by Vice Chair Bullock, that the minutes be approved. Public Hearings Res ERAGID RESOLUTION ADOPTING THE 2016 BUDGET AND 15-01 CERTIFICATION OF THE MILL LEVY FOR THE E-470 RESIDENTIAL AREA GENERAL IMPROVEMENT DISTRICT Commerce City Page 1 E-470 Residential Area General Meeting Minutes - Final October 19, 2015 Improvement District (ERAGID) Chairman Ford opened the public hearing, Finance Director Sheryl Carstens presented the proposed 2016 budget. While staff did not receive a preliminary certification of the property tax assessment from Adams County, staff is estimating some construction and conservatively estimates revenues and expenditures at $10,000. The mill levy is set at 30 mills. In response to board questions, Deputy City Manager Hayes stated that the mill levy for the commercial area was intentionally set lower to encourage development. No one from the audience came forward to address the board. A motion was made by Board Member Elliott, seconded by Board Member Douglas, that the resolution be continued to November 2, 2015.
