1. Call To Order/Roll Call
Chairman Madson called the Liquor Licensing Authority Meeting to Order.
Present 3 - Regular Member Kathy Teter, Regular Member Daniel Alire, and Council
Regular Rick A. Teter
Absent 1 - Council Alternate René Bullock
2. Approval of Minutes
Min 12-015 Meeting minutes of April 4, 2012
A motion was made by Authority Member Teter, seconded by Authority
Member Teter, that the minutes be approved. VOICE VOTE: Unanimous, all
present affirmed.
Min 13-16 Meeting minutes of October 2, 2012
A motion was made by Authority Member Teter, seconded by Authorityi
Member Alire, that the minutes be approved. VOICE VOTE: Unanimous, all
present affirmed.

4. New Business
Pres 13-76 NEW 3.2 % BEER LIQUOR LICENSE FOR OFF-PREMISES
CONSUMPTION FOR 7 ELEVEN STORE #36013H LOCATED AT
12060 E. 120TH AVENUE
Chairperson Kimberly Madson opened the public hearing.
Attorney Kevin Coates, appeared on behalf of the applicant on all four applications.
Deputy City Attorney Karen Stevens swore in Ms. Johnson, with Esquire Petitioning
and Michael Browning, Field Consultant, with 7-Eleven.
Ms. Johnson explained the petition process and results.
Mr. Coates introduced Michael Browning and established that all corporate officers of

7-Eleven are eligible to hold a liquor license within the state. The applicant has a
master file with the Colorado Department of Revenue, Liquor Enforcement Division. Mr.
Browning discussed the applicant's training program and stated the store anticipated
opening is in September.
A motion was made by Authority Member Kathy Teter, seconded by Authority Member
Rick Teter, to approve the 3.2% Off Premise License Application of Seven Eleven
Store #36013H
VOICE VOTE: Unanimous, all present affirmed.
Pres 13-77 NEW 3.2 % BEER LIQUOR LICENSE FOR OFF-PREMISES
CONSUMPTION FOR 7 ELEVEN STORE #36775H LOCATED AT
5797 QUEBEC STREET
Chairperson Kimberly Madson opened the public hearing and stated that the witnesses
were already sworn in.
Ms. Johnson testified on behalf of the petitioner and explained the process and results
of the survey
Mr. Coates stated that there was another 3.2% beer license in the area; however,
Quebec was a very busy street and there was a need and a want for another 3.2 %
beer license.
Mr. Browning stated that his testimony was the same as offered previously.
Deputy City Attorney Karen Stevens asked about the purchase agreement. Mr. Coates
stated that the agreement established the applicant's possession of the premises.
A motion was made by Authority Member Alire, seconded by Authority Member Teter,
to approve the 3.2% Off Premise License Application of Seven Eleven Store #36775H.
VOICE VOTE: Unanimous, all present affirmed.

CONSUMPTION FOR 7 ELEVEN STORE #36464H LOCATED AT
8111 TOWER ROAD
Chairperson Kimberly Madson opened the hearing.
Ms. Johnson appeared on behalf of the petitioner and testified to the survey process
and results.
Mr. Browning stated that testimony offered previously apply to this matter as well.
Deputy City Attorney Karen Steven noted that the purchase agreement had expired. Mr.
Coates stated that because of the delay, this would be extended.
A motion was made by Authority Member Kathy Teter, seconded by Authority Member
Rick Teter, to approve the 3.2% Off Premise License Application of Seven Eleven
Store #36464H.

Chairperson Madson opened the public hearing.
Ms. Johnson appeared on behalf of the petitioner and reviewed the survey process and
results.
Mr. Browning stated he would be managing this location.
A motion was made by Authority Kathy Teter, seconded by Authority Rick Teter, to
approve the 3.2% Off Premise License Application of Seven Eleven Store #35864H.
VOICE VOTE: Unanimous, all present affirmed.
5. Adjourn
There being no further business to come before the authority, the meeting was
adjourned.
