Hearing Officer Ablao called the meeting to order at 4:00 p.m.

Hearing Officer Ablao opened the public hearing.
Entering their appearance:
Attorney Kevin Coates, Registration #25995, on behalf of the applicant
Salinder Samra, on behalf of the applicant
Elizabeth George, on behalf of the applicant
Todd Payne, on behalf of the applicant
Carol Johnson, on behalf of Esquire Petitioning
Attorney Coates testified that the petition results were 97% in favor of issuing the
license and there are no other 3.2% Off Premise Licenses in the area. He explained
this is a joint operation between Seven Eleven and JER, Inc. The franchisee, has
been in the business since 2009 and currently owns four other stores. They have not
had any violations. Mr. Coates reviewed the training program and policies regarding the
sale of alcohol.
Ms. Johnson was sworn in and responded to questions from the Authority. She stated
there were only about four people who signed in opposition.
No one came forward to speak in favor or opposition to granting the license and the
public hearing was closed.
Hearing Officer Ablao made the following findings:
Based on the evidence presented, the adult inhabitants of the neighborhood do desire
the issuance of the license.

The reasonable requirements of the neighborhood, for the type of license sought, are
not currently being met.
The number, type and availabity of liquor outlets located in, or near, the neighborhood
do not preclude the issuance of the license.
The applicant, at this time, is qualified to conduct the type of business proposed and
is of good moral character.
The license is approved with the following conditions:
Satisfactory inspection of the finished premises by the police department.
Satisfactory results of the background investigation.
Compliance with the liquor code, rules and municipal ordinances.
The license will not be issued until the building has been inspected to determine
compliance with the diagram submitted with the application.
4. Adjourn
There being no further business to come before the Authority, the meeting was
adjourned.
