1. Call To Order/Roll Call
Hearing Officer Ablao called the meeting to order at 1:00 p.m.
2. Public Hearings
Pres 17-518 Retail Liquor Store Application of Chambers Liquors, LLC dba
Chambers Liquors, 15330 E. 120th Pl, Brighton, CO 80601
Hearing Officer Ablao re-opened the public hearing continued from October 6, 2017.
Entering their appearance:
Senior Assistant City Attorney Rachel Allen, on behalf of the city
Tom Dunn, Registration #9395, on behalf of the applicant
Davinder Sandhu, on behalf of the applicant
Attorney Dunn stated that he was not representing the applicant at the initial public
hearing, but has reviewed the minutes and is prepared to represent the applicant at
this time. At the intitial hearing, the needs and desires of the neighborhood were
established and 97% of the neighborhood favor the issuance of the license. Based on
incomplete and/or inaccurate statements made by Rashpal Singh, the application has
been amended to remove Mr. Singh from the LLC; he was bought out by Mr. Sandhu.
The applicant proposed a half-wall, approximately 4' high creating a separate and
distinct business from the convenience store. Mr. Dunn provided a copy of a Colorado
Court of Appeals Case, Pace Liquors v. The City of Aurora in support of the applicant's
proposed layout.
Mr. Sandu was sworn in and testified to the following:
He will install a sliding accordian-style partition to close off the liquor store from the
convenience store during the hours that the liquor store is not permitted to operate.
He will staff the convenience store and liquor store with separate employees.
He will use separate point-of-sale systems for each business.
Commerce City Investigator Ken Coffey was sworn in and testified to the following:
He visited a convenience store/liquor store at 5910 Tower Road that the applicant had
refered to as the model to mirror. Investigator Coffey expressed concern with how the
business on Tower Road controlled the alcohol and sales.

No one from the pubic came forward to speak in favor or opposition of the application
and the public hearing was closed.
Senior Assistant City Attorney Allen stated that the city is concerned about control of
the alcohol and access to minors given the unusual layout and asked that conditions
be placed on the license regarding the plans and specifications of the proposed wall
and accordian divider.
Hearing Officer Ablao found that the needs and desires of the neighborhood had been
met and that the applicant is qualified to hold a liquor license. She approved the
license under the following conditions:
1. submission and approval of plans and specifications of the wall and accordian
divider,
2. complete and separate point-of-sale systems for the convenience store and liquor
store,
3. the liquor store and convenience stored will be staffed by separate employees,
4. the applicant receives a Certificate of Occupancy for the building,
5. satisfactory result of city site inspection to insure compliance with the diagram
submitted,
6. all employees are to be trained on alcohol sales prior to selling alcohol.
