1. Call To Order/Roll Call
Hearing Officer Ablao called the Marijuana Licensing Authority Meeting to order at
11:05 a.m.
2. Public Hearings
Pres 18-235 Application for a new retail marijuana store license and medical
marijuana center type 1 license for Front Range Botanical LLC dba
South Park Pharma located at 5715 Fairfax St
Hearing Officer Ablao opened the public hearing.

Chief Building Official Patrick Buckley
Eva Garretson was sworn in and testified to the petition process and results. Ms.
Garretson stated that Ann Shannon was in the vicinity of the petitioners to explain the
proposed business plan to the neighborhood. She stated that the petition results were
favorable to the issuance of the license.
Ann Shannon was sworn in and testified to her interactions with the neighborhood as
she canvassed the neighborhood. She found that most of her interactions were
positive and she did not receive any questions about odor or security. In response to
questions from the hearing officer, Ms. Shannon responded that she did not notify the
people she had contact with about this hearing.
Jason Cranford was sworn in.
A PowerPoint presentation, Good Neighbor Policy, sign proposal, floor plan and copies
of the state licenses were entered as Applicant Exhibit A.
Mr. Cranford testified that their goal is to be totally integrated with the ability to
cultivate, license and distribute their own product from seed to sale. His experience in
the industry dates back to 2009 when he was a caregiver. He has been trained in

METRC and auditing. In the beginning of his licensing career, he did have
administrative violations. Mr. Cranford testified to his criminal background history. In
response to questions from the city, Mr. Cranford explained the discrepancy in the floor
plan to the licenses being applied for. He stated that originally, they were going to
apply for all six license types; however, because of the cost of architectural plans, they
only submitted the applications for the store fronts. Currently, he is storing hemp and
building the extractors. Mr. Cranford stated that if approved today, they will be
operational by May 1, 2018.
Character references for Mr. Cranford were submitted as Applicant Exhibit B.
Neighborhood Services Inspector Gates was sworn in and testified to inspecting the
facility on April 16, 2018, at the city's request because of outstanding building permits
that had no activity.
Photographs taken during inspection were entered as City Exhibit 1.
Ms. Gates provided testimony to what she witnessed during her inspection. Ms. Gates
also testified to following up on odor complaints regarding this site.
Chief Building Official Patrick Buckley was sworn in and testified to instructing
Inspector Gates to inspect the property because of a non-active status of an old
building permit and a current permit for a fire wall. Mr. Buckley explained when building
permits are required in Commerce City and what building permits were obtained by this
applicant.
There was no one from the public to offer testimony on this matter.
Tonie Krosky was sworn in to testify to the history of the building and to provide an
explanation of the diagram submitted with the application.
The public hearing was closed.
Hearing Officer Ablao made the following findings:
(1) the evidence presented today, together with the submissions and secretary's official
file, do support that the majority of the adult inhabitants of the neighborhood, who had
signed the petition, do desire the issuance of the license,
(2) the number and type of marijuana business licenses, located in or near the
neighborhood, do not preclude the issuance of this license,
(3) the applicant, at this time, is qualified to conduct the type of business proposed,
(4) in regards to Mr. Cranford's criminal history, sufficient time has passed without
violation and he has shown rehabilitation,
(5) there is a concern regarding the administrative marijuana violation; however, once
the underlying factual basis was shown at the hearing, the violations did not affect the
health, safety and welfare of the public.
The application is therefore approved on the following conditions:
(1) satisfactory inspection by building and fire departments within 180 days to

determine compliance with their codes,
(2) satisfactory inspection by police within 180 days to determine compliance with an
updated diagram,
(3) submission of an updated diagram and operating plan specific to the retail
marijuana store and medical center,
(4) compliance with all state and local laws regulations and ordinances,
(5) obtain a Certificate of Occupancy for the licensed premises within 180 days.
