1. Call To Order/Roll Call/Pledge of Allegiance - 6:00 PM
Meeting was called to order at 6:07 pm by Co-Chair Martinelli.
Members Present: Charles Dukes, Bob Grandinetti, Desiree Martinelli, Shawn
McDowell, Rocky Teter, Paul Welander and Karl Zimmermann.
Absent: DeLilah Collins
Let the record show Member Dukes joined the meeting at 6:11 pm
Staff Present: Kathy LeVeque, Paul Hebinck, Marty Walsh and Maria Jepson
Guests: Tim Loyd via Zoom

2. Public Comment
None
3. Approval of Minutes
A motion was made by Member Teter seconded by Member Welander to approve the
July 15, 2025 minutes. VOTE: Motion passed.

4. PRG Announcements
Distributed to all members via email on August 13, 2025.
Recreation Superintendent Walsh shared information on the upcoming events and
items highlighted in the announcements.
5. Unfinished Business
25-187 Commission Function - Kathy LeVeque
Deputy Director LeVeque reviewed the PRG Commission function as it was drafted for
the Ordinance to proceed forward. Member Grandinetti made a motion to approve
advancing the ordinance to City Council for first reading on October 6, 2025, seconded

by Member McDowell. VOTE: Motion passed.
25-189 CIP Update - Kathy LeVeque
Deputy Director LeVeque shared a presentation and discussed the various 2025 CIP
projects – including both those that have been completed and that are still in process.
25-211 Private Golf Cart Subcommittee Update - Co-Chairs
Co-Chair Martinelli discussed the activities of the pilot program subcommittee
members, sharing the draft outline developed to date, next steps, timeline overview,
and that the goal is to bring it forward to City Council in early 2026.
6. New Business
25-206 Active Adult Reserved Parking Spaces at Bison Ridge - Tim Duda
Recreation Superintendent Walsh indicated that staff identified six parking spots near
the EV charging area at Bison Ridge that will be designated for Active Adults 62 years
and older. New signage is underway and will be installed soon.
25-208 Adams County Open Space Grant Letter of Support - Kathy LeVeque
Deputy Director LeVeque provided background on the playground previously installed
at Stampede Park and the desire to expand, adding additional elements for older kids.
To assist with the cost a matching grant is being applied for. Member Dukes made a
motion to PRG apply for the grant and include a letter of support from the PRG
Advisory Committee, seconded by Member Grandinetti. VOTE: Motion passed.
7. Consideration of New Topics and Potential Future Agenda Items
PRGAC group member photo requested by City Clerk’s office – can be done at
September meeting.
Member Grandinetti made a motion to create a subcommittee that would handle
special events, park openings, or activities that members can promote involvement
with. Seconded by Member Teter. VOTE: Motion passed.
Member McDowell made a motion to add a future item to invite the planning
department to present on the development review process including ways to encourage
sidewalk development as well as public infrastructure requirements, and to supplement
connectivity efforts. Seconded by Member Zimmermann. VOTE: Motion passed.

9. Council Member Reports & Information
Council Member Teter reported that traffic issues have been a big concern and focus
of public comment – to include speeding issues, reckless driving on main roads and

side streets, and possible deterrents.
Council Member Dukes noted that a vote was made to allocate funds for a new police
substation in the north to support the efforts to fill vacancies, improve overall efficiency
throughout the city, and continue the efforts to utilize technological tools like cameras
and drones. Additionally, the shopping cart ordinance was passed that prohibits their
use in public areas.
10. Committee Member Reports & Information
Member Grandinetti noted that Youth Commission is meeting later in the week, and he
would have an update on their activities at the September meeting.

The meeting adjourned at 7:44 p.m.
