Call To Order/Roll Call/Pledge of Allegiance - 6:00 PM Meeting was called to order at 6:03 pm by Co-chair Collins. Members Present: DeLilah Collins, Charles Dukes, Bob Grandinetti, Arron Hernandez, Desiree Martinelli, Shawn McDowell, Rocky Teter, Paul Welander and Karl Zimmermann. Absent: None Let the record show Member Hernandez joined the meeting at 6:12 pm Staff Present: Kathy LeVeque, Paul Hebinck, Tim Duda, Pam Young and Maria Jepson Guests: Kelly Reyos, Resident and Member of the Commerce City Cultural Council The pledge of allegiance was recited. 2. Approval of Minutes Min 25-212 Minutes of September 16, 2025 Meeting Attachments: Minutes A motion was made by Member Grandinetti that the Minutes be approved, seconded by Council Member Teter. VOTE: YES. Motion passed. 3. Public Comment None 4. New Business A. The Co-chairs provided a Promotion Subcommittee update on the Youth Commission Town Hall event. B. Cultural Council Member, Kelly Reyos, shared an update on CALU Park opening celebration planning and the indigenous elements being incorporated. Consideration of New Topics & Potential Future Agenda Items The Co-chairs reviewed items completed in 2025 and the Advisory Committee is scheduled to review the draft 2026 work plan topics at the November meeting. 7. Community Engagement Updates & General Discussion Items Co-chair Martinelli made a motion for the Parks, Recreation and Golf Advisory Committee to sponsor Project Present 2025 at the "Elf Share a School" level. Seconded by Member Grandinetti. VOTE: YES. Motion passed. 8. PRG Announcements & Updates Distributed to all members via email on October 14, 2025. Recreation Manager Duda shared information on the upcoming events and items highlighted in the PRG Announcements. 9. Reports A. Council Member Teter shared updates on the recent grant awards, the Fairfax right of way acquisition and drainage control project, and budget hearing process. Council Member Dukes indicated Council adopted the revised economic development incentive policy, discussed issues related to abandoned vehicles, and reviewed rezoning to allow for affordable housing/multi-family residential homes at 102nd & Chambers Road. B. Member Grandinetti reported on the recent Town Hall event and the potential to have this as an ongoing event in the future. 10.
