Roll Call Lorena Ruiz called Roll. Present: Amador, Cammack, Jones, Anderson, Yost. Excused: Popiel. Approval of Minutes: Vice Chairman Amador requested a motion to conduct approval of the September 4, 2018 at the next Planning Commission Meeting. Commissioner Jones made a motion to to approve the September 4, 2018 meeting minutes at the next Planning Commission Meeting. Commissioner Yost seconded the motion. Attachments: Staff Report Deputy Attorney Matt Hader presented the amendments and stated they would be presented together. Each amendment would require a separate motion. Planner Long reviewed the staff report and presentation. She stated study sessions were held with Planning Commission and City Council to request feedback. The Commission asked about Telecommunication poles in relation to complying with state standards, outdoor storage specifically related to Conagra, 8-foot material limit (Ordinance 2185 line item No. 6) and whether it would allow regulation by the city with the new amendments through the CUP process, 50-ft height vs. 25-ft height requirements as it relates to fire code, and the approval process for line item 33. In response to questions by the board staff confirmed and/or explained: -PC recommendations from a study session were included. -Telecommunication poles cannot be prohibited by the city; instead, it would allow ROW and private property carriers of poles, but would require more visibly appealing poles. -Line item 35 will have a 3rd party contracted position involved to conduct liquor and marijuana licensing as well as code enforcement hearings. The amendment would allow a fairer and more transparent process. -Ordinance 2187 would not apply to residential. The meeting was opened to the public. There being no further discussion on the request, a motion was requested. Pres 18-400 Ordinance 2158: An amendment to various minor sections of the Land Development Code. The motion was seconded by Commissioner Jones.
