Planning Commission Meeting Minutes - Final October 5, 2021
This meeting will be conducted electronically via Zoom. There will be no physical

Call to Order
Chairman Popiel called the meeting to order at 6:00pm
Roll Call
Kim Adame called roll.
Present 6 - Commissioner Andrew Amador, Commissioner David Yost, Commissioner
Dennis Cammack, Chair Jonathan Popiel, Commissioner Jordan Ingram,
and Alternate Commissioner Steven J. Douglas
Absent 2 - Alternate Commissioner Angela VanDijk, and Commissioner Garret Biltoft

A motion was made by Commissioner Cammack, seconded by Commissioner
Yost that these minutes be approved.

Pres 21-518 Z-972-21: PUD Concept Schematic review and feedback from Planning
Commission on proposed annexation zoning of Planned Unit
Development for a 73.54-acre site. PUD would include multi-family,

single-family attached, and commercial planning areas. Commercial
uses will mimic those found in adjacent PUD’s to the west and south,
Settler’s Crossing and Second Creek Farms generally located on the
northwest corner of Tower Road and East 96th Avenue.

Matt Hader, Deputy City attorney, introduced the case and introduced staff presenting
the case.
City Planner, Andrew Baker presented case Z-972-21 and noted DRT recommendation
of approval.
The board spoke on what has been developed and if there will be a right hand turn lane
in that development. The board also spoke of the design of the road, and
transportation plan on 98th Ave.
Seeing no further discussion, Chairman Popiel invited the applicant to speak.
Mick Kittle, Senior Project Manager at Plan West Inc
Applicant spoke of layout of the plan, and plans of keeping commercial uses on the
corner to comply with the Comprehensive Plan.
Richard Frank, Developer of Settlers Crossing
Applicant answered commissioners questions of the balance of residential and
business, and that they are talking with other owners for development plans.
Board further talked of the plans for commercial businesses, encouraged applicant to
turn open space into pond. There was also discussion on road alignments and seeing
how much land is allotted on each parcel.
Commissioner Ingram and Yost approved the amount of commercial and residential.
Commissioner Amador spoke over commercial zone placement on Tower Rd, and
about parking stall sizes for high density housing.
Commissioner Cammack noted that there needs to be more jobs in the community
and how there should be a further study session on this.
Staff asked the board questions regarding if proposed concept meets comprehensive
plan, if there are commercial areas that commission would not want to see, and what
design standards and elements would like to show.
Seeing no further verbal or written comments, Chairman Popiel called for a motion.

Attorney Business:
The CanAm annexation and zoning to be heard again in City Council on
November 15.
City Council voted that final plat and consolidation to wear cases go through
Planning Commission for properties zoned residential.
Staff Business:
If there is a Planning Commission in November, meeting will be held on the
first Wednesday as that Tuesday will be Election Day.
City Council voted that effective immediately, all residential subdivisions must
be approved from Planning Commission and City Council until April 2022.
