Call To Order/Roll Call Chair Huseman called the meeting to order at 6:00 p.m. A motion was made by Vice Chair Frank, seconded by Commissioner Madera, to excuse Commissioners Fairfield, Noble, and Smith from the meeting. VOTE: 9 - Aye, 3 - Excused (Fairfield, Noble, Smith) Commissioner Noble entered the meeting at 6:03 p.m. Present: 10 - Commissioner Benjamin Huseman, Vice Chair Nicole Frank, Oscar Madera, Jennifer Allen-Thomas, Susan Noble, Jose Guardiola, Craig Hurst, Meghan Grimes, Charles "Chaz" Tedesco and Ramona Lewis Excused: 2 - Robyn Smith and Alex Fairfield 2. Presentations & Proclamations Pres 20-325 Derby Area Lighting Improvements Funding Request Jenna Lowery, Management Analyst, provided the presentation. Ms. Lowery gave an overview of the Derby district's need for revitalization, a summary of the Derby Area Lighting Plan, and possible decisions the URA could take on the matter. A motion was made by Commissioner Madera, seconded by Commissioner Noble, to direct staff to proceed with the staff recommended actions on Decisions 1, 2, and 3, and to direct staff to install all lighting in the Derby Downtown Lighting Plan on Decision 4. Sheryl Carstens, Finance Director, provided an overview of the proposed 2021 budget. No public testimony was received. A motion was made by Vice Chair Frank, seconded by Commissioner Grimes, that the public hearing be continued to November 2. VOTE: Aye: 10 - Commissioner Huseman, Vice Chair Frank, Commissioner Madera, Commissioner Allen-Thomas, Commissioner Noble, Commissioner Guardiola, Commissioner Hurst, Commissioner Grimes, Commissioner Tedesco and Commissioner Lewis Excused: 2- Commissioner Smith and Commissioner Fairfield 4. Resolutions Res URA RESOLUTION AMENDING THE 2020 BUDGET OF THE URBAN 2020-05 RENEWAL AUTHORITY OF THE CITY OF COMMERCE CITY, COLORADO AND ADOPTING A SUPPLEMENTAL BUDGET APPROPRIATION A motion was made by Commissioner Allen-Thomas, seconded by Commissioner Grimes, that this resolution be approved. VOTE: Aye: 10 - Commissioner Huseman, Vice Chair Frank, Commissioner Madera, Commissioner Allen-Thomas, Commissioner Noble, Commissioner Guardiola, Commissioner Hurst, Commissioner Grimes, Commissioner Tedesco and Commissioner Lewis Excused: 2- Commissioner Smith and Commissioner Fairfield 5.
