Call To Order/Roll Call Chair Huseman called the meeting to order at 6:01 PM A motion was made by Commissioner Grimes, seconded by Commissioner Hurst, to excuse those members not present. VOTE: 10 - Aye, 3 - Excused (Buche, Fairfeld, Lewis) Present: 10 - Chair Benjamin Huseman, Vice Chair Jennifer Allen-Thomas, Oscar Madera, Sean Ford , Susan Noble, Kristi Douglas, Craig Hurst, Rick Davis, Charles "Chaz" Tedesco and Charles "Chaz" Tedesco Excused: 3 - Alex Fairfield, Ramona Lewis and Peter Buche 2. Approval of Minutes Min 21-300 Minutes of November 1, 2021 A motion was made by Commissioner Hurst, seconded by Vice Chair Allen-Thomas, that this minutes be approved. VOICE VOTE: Aye: 10 - Chair Huseman, Vice Chair Allen-Thomas, Commissioner Madera, Commissioner Ford, Commissioner Noble, Commissioner Douglas, Commissioner Hurst, Grimes, Commissioner Davis and Commissioner Tedesco Excused: 3- Commissioner Fairfield, Commissioner Lewis and Commissioner Buche 3. Presentations Pres 21-582 Purpose of the Commerce City Urban Renewal Authority and Project Overview Jenna Lowery, Management Analyst, presented on the purpose of the URA, an overview of the URA, what is are urban renewal areas, conditions of blight, benefits of redevelopment, Mile High Grey Hound Park, Sand Creek Business Area, parcel maps and conditions, development proposal, and formation of the URA. Resolutions Res URA A RESOLUTION APPROVING FIRST AMENDMENT TO AMENDED 2021-03 AND RESTATED INTERGOVERNMENTAL AGREEMENT LOANING FUNDS A motion was made by Commissioner Hurst, seconded by Commissioner Madera, to adopt URA Resolution 2021-03. Motion Failed. VOTE: 5 - Aye (Ford, Grimes, Hurst, Madera, Tedesco) 5 - Nay, 3 - Excused (Buche, Fairfeld, Lewis) A motion was made by Commissioner Grimes, seconded by Commissioner Noble, that this URA resolution be adopted as amended with a one year extension instead of a two year extension with an evaluation. VOTE: Aye: 10 - Chair Huseman, Vice Chair Allen-Thomas, Commissioner Madera, Commissioner Ford, Commissioner Noble, Commissioner Douglas, Commissioner Hurst, Grimes, Commissioner Davis and Commissioner Tedesco Excused: 3- Commissioner Fairfield, Commissioner Lewis and Commissioner Buche 5. Executive Session 21-170 An Executive Session pursuant C.R.S. 24-6-402(4)(e) to determine positions and instructing negotiators relative to the continued engagement of ReGen, LLC as the authority’s owner’s representative for the development of the Mile High Greyhound Park. A motion was made by Commissioner Hurst, seconded by Commissioner Grimes, to enter into an executive session pursuant C.R.S. 24-6-402(4)(e) to determine positions and instructing negotiators relative to the continued engagement of ReGen, LLC as the authority’s owner’s representative for the development of the Mile High Greyhound Park. VOTE: Aye: 10 - Chair Huseman, Vice Chair Allen-Thomas, Commissioner Madera, Commissioner Ford, Commissioner Noble, Commissioner Douglas, Commissioner Hurst, Grimes, Commissioner Davis and Commissioner Tedesco Excused: 3- Commissioner Fairfield, Commissioner Lewis and Commissioner Buche 6.
