Call To Order/Roll Call Chair Huseman called the meeting to order at 11:47 p.m. A motion was made by Commissioner Madera, seconded by Commissioner Ford, to excuse members not present. VOTE: 8 - Aye, 3 - Excused (Buche, Grimes, Tedesco) Present: 8 - Chair Benjamin Huseman, Vice Chair Jennifer Allen-Thomas, Oscar Madera, Sean Ford , Susan Noble, Kristi Douglas, Craig Hurst and Rick Davis Excused: 2 - Charles "Chaz" Tedesco and Peter Buche 2. Resolutions A RESOLUTION ACKNOWLEDGING THE APPOINTMENT OF CRAIG MACHUGA TO THE COMMERCE CITY URBAN RENEWAL AUTHORITY BOARD OF COMMISSIONERS A motion was made by Commissioner Madera, seconded by Commissioner Ford, that this resolution be continued. VOICE VOTE: 8 - Aye, 3 - Excused (Buche, Grimes, Tedesco) 3. Presentations Greyhound Park Digital Marketing Sign Design and Easement Bill Aiken, Director of Urban Renewal, provided the presentation. Greyhound Park Parcels A and B Commercial and Retail Land Sale Pricing Bill Aiken, Director of Urban Renewal, provided the presentation. A motion was made by Commissioner Madera, seconded by Commissioner Davis, to approve the price parameters and development and use parameters identified on the Tract A and B Land Pricing Parameters document dated August 17, 2022 and, so long Commerce City Page 1 Urban Renewal Authority Meeting Minutes - Final September 19, 2022 as all terms are consistent with these parameters, the approval of corresponding letters of intent and purchase and sale agreements. VOTE: 8 - Aye, 3 - Excused (Buche, Grimes, Tedesco) Mile High Greyhound Park D-1 TIF Assignment Bill Aiken, Director of Urban Renewal, provided the presentation. A motion was made by Commissioner Madera, seconded by Commissioner Davis, to authorize the Urban Renewal Authority staff to negotiate an agreement by and between the Urban Renewal Authority of the City of Commerce City, COlorado and Greyhound Park, LLC to assign up to $4,000,000 of future property tax increment generated by the D-1 project to the developer in order to bridge the financing gap for the project. VOTE: 8 - Aye, 3 - Excused (Buche, Grimes, Tedesco) Staff will update the CCURA on the status of the potential redevelopment plan for the Sand Creek Business Area Urban Renewal Area involving the Triangle Logistics Center. Bill Aiken, Director of Urban Renewal, provided the presentation. 4. Executive Session An Executive Session pursuant C.R.S. 24-6-402(4)(e) to discuss negotiations related to Tax Increment Financing (TIF) and potential TIF assignments to facilitate the redevelopment of the Sand Creek Landfill located within the Sand Creek Business Area Urban Renewal Boundary generally located at the intersection of Ivy Street and E 48th Ave. A motion was made by Commissioner Ford, seconded by Commissioner Madera, that the executive session be continued to October 3, 2022. VOICE VOTE: 7 - Aye, 1 - Nay (Douglas), 5 - Excused (Buche, Fairfield, Grimes, Lewis, Tedesco) 5.
