Call To Order/Roll Call A special meeting of the Commerce City Urban Renewal Authority was called to order by Chair Huseman on August 28, 2023, at 7:00 PM. A motion was made by Commissioner Kim, seconded by Commissioner Hurst, to excuse members not present. VOTE: 10 - Aye, 2 - Excused (Madera, Machuga) Present: 10 - Chair Benjamin Huseman, Vice Chair Jennifer Allen-Thomas, Renee Millard-Chacon, Susan Noble, Craig Hurst, Craig Kim, Sean Ford , Kristi Douglas, James Amador and Charles "Chaz" Tedesco Excused: 2 - Oscar Madera and Craig Machuga Times given are estimates only 2. Presentations Commerce City Page 1 Urban Renewal Authority Meeting Minutes - Final August 28, 2023 Pres 23-549 Mile High Greyhound Park Institutional Anchor Bill Aiken, Director of Urban Renewal, provided an update on the institutional anchor building at Mile High Greyhound Park. A motion was made by Commissioner Douglas, seconded by Vice Chair Allen-Thomas, to modify the agenda to allow representatives from Adams 14 to make a presentation on the building at Mile High Greyhound Park. VOTE: 10 - Aye, 2 - Excused (Madera, Machuga) Representatives from Adams 14 school district were present to provide examples of their intended use of the building. A motion was made by Commissioner Tedesco, seconded by Commissioner Hurst, to reconsider the motion to modify the agenda to allow representatives from Adams 14 to make a presentation on the building at Mile High Greyhound Park. VOTE: 3 - Aye (Huseman, Hurst, Tedesco), 9 - Nay. Motion failed. A motion was made by Commissioner Tedesco, seconded by Commissioner Hurst, to prepare an RFP for a design consultant on the building to include all three questions on staffs presentation to be expanded on the impact of the building space dependent upon partnership with outside entities and the URA. VOTE: 5 - Aye (Ford, Huseman, Hurst, Kim, Tedesco), Nay - 5. Motion failed. A motion was made by Commissioner Noble, seconded by Commissioner Douglas, to prepare an RFP for a design consultant of the building to include a 25,000 sqft building estimated to cost $20,765,000; a 40,000 sqft building estimated to cost $29,225,000; or a 60,000 sqft building estimated to cost $40,890,000 that may include, but are not limited to, the intended uses on staffs presentation. After discussion, a motion was made by Commission Noble, seconded by Commissioner Chacon, to call for the vote on the motion on the table. VOTE: 5 - Aye (Ford, Huseman, Hurst, Kim, Tedesco), Nay - 5. Motion failed. VOTE on the motion on the table: 8 - Aye, 2 - Nay (Ford, Tedesco) 3. Executive Session 23-196 An executive session of the Urban Renewal Authority of Commerce City pursuant to C.R.S. § 24-6-402(4)(a) to address the lease of real property, specifically pertaining to the development of the Institutional Anchor within the Mile High Greyhound Park, and also pursuant to C.R.S. § 24-6-402(4)(e)(I) for the purpose of instructing negotiators with regard to the same.
