Call to Order Vice Chair Velasco-Zubia called the meeting to order at 6:41 p.m. Present 3 - Commissioner Isabela Velasco-Zubia, Commissioner René Bullock, and Commissioner Travis Watkins Absent 6 - Commissioner Ingrid Barnett, Commissioner Keegan Jones, Commissioner Kenia Prieto, Commissioner Morgan Smith, Commissioner Michael Kelley, and Council Member Kristi Douglas 2. Guest Speaker: Rocky Mountain Partnership Guest Speakers from the Rocky Mountain Partnership explained the mill levy override and shared about their careers. 3. Approval of Minutes Min 22-290 Minutes of Oct. 6, 2022 Meeting Commissioner Acevedo made a motion to approve the minutes of Oct. 6 meeting. Commissioner Bullock seconded the motion which was approved unanimously. 4. New Business: A. Youth Commission: PRG Overview Staff Liaison, Leslie Yang, introduced herself and shared how the Youth Commission can be involved and support PRG programming. B. Washington D.C. Overview This item was tabled until a future meeting. 5. Old Business: A. By-Laws Approval Commissioner Bullock made a motion to table the approval of the by-laws until the next meeting. Commission Acevedo seconded the motion which passed unanimously. B. Veteran's Day Project The Commissioners worked on the Veteran's Day project. COMMON COUNCIL MIDDLETOWN, CONNECTICUT SPECIAL MEETING TOUR: RUSSELL LIBRARY TUESDAY, DECEMBER 3, 2024 6:30 PM MINUTES A Special Meeting of the Common Council of the City of Middletown, a site visit and tour of Russell Library, 123 Broad Street, was held on Tuesday, December 3, 2024, beginning at 6:30 PM. As a site visit, this meeting was an in-person only meeting. Present: Councilman Eugene Nocera, President Councilman Anthony Mangiafico Councilman Vincent Loffredo Councilman Steven Kovach Councilwoman Jeanette Blackwell Councilwoman Linda Salafia Councilman Darnell Ford Councilman Anthony Gennaro, Sr. Councilman Grady Faulkner, Jr. Councilwoman Leslie Spatola Councilwoman Kelly Sweeney Also Present: Sergeant-at-Arms: Middletown Police Officer Kurt Scrivo Absent: Councilman Jonathan Pulino Others: Russell Library -- Ramona Burkey, Library Board – Jennifer Hadley, Gregory Harris, Eamonn Wisneski Public: none 1. Call to Order Council President, Councilman Eugene Nocera, called the meeting to order at 6:40 PM. He welcomes everyone to the Common Council’s Special Meeting, this on-site tour of Russell Library. A. Pledge of Allegiance The Pledge of Allegiance was recited. B. Council Clerk Reads the Call of the Meeting and Mayor declares call a legal call and meeting a legal meeting The Call of the Meeting was read and Council President, Councilman Eugene Nocera, declares the call a legal call and the meeting a legal meeting. 2. Building Tour 3. Meeting adjourned There being no further business, Councilwoman Jeanette Blackwell moves to adjourn. Councilman Steven Kovach seconds the motion. There being no discussion, the Chair calls for a voice vote. The motion is approved unanimously by a vote of 11-0 (AYE: Councilmembers Blackwell, Faulkner, Ford, Gennaro, Kovach, Loffredo, Mangiafico, Kovach, Salafia, Spatola, and Sweeney; ABSENT: Councilman Pulino).
