Village of Concord Council Minutes The Village Council of Concord met on March 22, 2022 at 7:00 pm in the Village Commons Meeting Room. Council Members Present: Jeremiah Bush, Jeff Jackson, T. Norris, T. Casey, M. Lovitt and K. George. Council Members Absent: A. Meeks Public Present: K. Wyatt, S. Blessington, B. Raut, T. Brooks, D. Saenz, Jackson County Sheriff G. Schuette, Deputy L. Jacobson, Deputy M. Coburn, DPW Director J. Blossom and Village Clerk J. Lefere. Lovitt, seconded by K. George, to accept the minutes from the 2/22/2022 meeting. Motion approved by all. Public Comments: S. Blessington commented that she is concerned about the trees at the end of Pelham St. leaning toward Railroad St. and if they fell, they would knock down the power lines. J. Blossom stated that he has contacted Consumers and they marked the trees to be removed. He will follow up with them to get a time frame of when the work will be completed. B. Raut inquired about the cats behind the house next to the Post Office and some of them look very sickly. She contacted the JCAS and if they are live trapped and brought in, they will check them out at a cost of $10 per cat (B. Raut stated she would cover the cost) and will adopt out any that are adoptable. K. Wyatt stated that he had a conversation with a village resident that did not want to come to the meetings because when he attended the meetings years ago, he did not like the public comment rules. This resident also asked K. Wyatt to obtain budget information for him as well. T. Brooks attended the meeting to ask the Village if there was anything they could do to help him inquire as to why his licensing application has not been approved yet for the use of his barn behind the Cadet. It was recommended that he contact Representative Julie Alexander. Jackson County Sheriff G. Schuette attended the meeting to give an update of happenings at the Sheriffs Department. He also discussed the two correctional institutions in the County and the condition of them. The Chanter Road facility was built in 2002 and is in good shape however they would like to add an addition at the cost of approximately $28 million. The Wesley St. location is over 70 years old and is in really bad shape. The County would like to demolish the building and build a new facility at the cost of approximately $40 million. The County will be asking for a millage to cover this cost on the November 2022 ballot. The Payment of Bills in the amount of $147,624.52 was presented. Motioned by J. Bush, seconded by M. Lovitt, to approve the payment of bills in the amount of $147,624.52. Motion approved by all. L. Jacobson discussed his February 2022 Blotter. To view a copy of L. Blossom stated that the Village will be finishing the Water Main Project in the next few months. He also mentioned that Village Attorney F. Lucas is still moving forward on the K. Stuart case. He informed the council that there were been some issues with water meters freezing and busting during the cold weather. The Village provides one meter to each house, if a meter freezes and needs to be replaced the resident is billed for the cost of a new meter which is $125.00. If your meter is not in a heated basement it needs to wrapped in heat tape each year. J. Blossom presented the proposal to the council for the local streets in the Village that will be paved this year. Motioned by M. Lovitt, seconded by T. Casey to repave/replace Pelham St., Concord St., Monroe St. and E. Center St. at a cost of roughly $182,064.00. All were in favor. Motion approved. J. Bush received an email from a resident that would like to put a tiny home community in her back yard and rent them out by the day/week. The council stated that they are not interested in allowing tiny homes in the Village. J. Bush discussed the Resolution to vacate alleys in the Norton Ray Subdivision that was discussed at a public hearing during the planning meeting on March 15th. Motioned by J. Bush, seconded by M. Lovitt to vacate the alleys in the Norton Ray Subdivision and give the property back to the adjacent property owners. J. Bush asked if anyone had further ideas on how to use the ARPA funds, J. Blossom is working on getting bids for repairs on the Village Office building. J. Bush stated that he is continually working on the Zoning Plan update. J. Bush updated the council on what is happening with the blight building at 137 N. Main St. A family member has been contacted and is working with other family members to deed the house to Doug and Candy Gardiner. When this is done, they will be able to start making repairs. J. Bush informed the council that the Junior class will be having Food Truck Fundraisers at the High School to raise money for Prom. The first Food Truck Day will be April 16th. Council Comments: None. With no other business to discuss, it was motioned by J. Bush, seconded by K. George, to adjourn at 8:28 pm.
