WORKSHOP MEETING MINUTES
Council Chambers, 801 First Avenue, Conway, Pennsylvania
February 02, 2022
MEETING was called to order at 7:00 p.m. with Mr. Falk presiding. The following members of Council and officials
of the Borough were present: Mr. Doug Falk, Mr. John Antoline, Mr. Scott Levenson, Mr. Aaron Patrick, Mrs. Patty
Then, Mayor Debbie Rose and Borough Secretary Margie Nelko.

PLEDGE OF ALLEGIANCE
MAINTENANCE SUPERVISOR’S REPORT: This report was ordered received and filed.
FIRE CHIEF’S REPORT: This report was ordered received and filed.
EMA COORDINATOR’S REPORT: No Report.
FINANCE & ADMINISTRATION COMMITTEE REPORT: Mrs. Then, Chairperson of the Finance and
Administration Committee, presented Council with updates regarding the following issue(s).
1. List of Bills - A list of expenditures for the time period of January 20, 2022 through February 2, 2022, in
the amount of $25,315.88 from the General Fund, expenditures in the amount of $3,978.27 from the
Liquid Fuels Fund and expenditures in the amount of $46,975.64 from the Water & Sewer Fund were
presented to Council for review. After some review, the motion of Mrs. Then, seconded by Mr.
Levenson to approve the List of Bills as presented was unanimously carried.
2. Budget Report – January 2022 – These reports were ordered received and filed.
3. Treasurer’s Report – This report was ordered receive and filed.
4. Mockenhaupt Benefits Group – Inv. 2022-0318 – After some review and discussion, the motion of Mrs.
Then, seconded by Mr. Levenson to approve payment of Inv. 2022-0318 from the pension plan.
PARKS & RECREATION COMMITTEE REPORT: No Report.
Mr. J. Antoline stated that Skybacher Ministries, Inc. will be using the gym on Tuesdays/Thursdays from 7-10 p.m. for
Basketball.
PLANNING, ZONING & ORDINANCE COMMITTEE: No Report.
PUBLIC RELATIONS REPORT: – No Report.
PUBLIC SAFETY COMMITTEE REPORT: – No Report.
PUBLIC WORKS COMMITTEE REPORT: Mr. Falk, on behalf of the Public Works Committee, presented
Council with updates regarding the following issue(s).

1. Snow Plow Guides and Wear Blades – There was discussion regarding what is needed and the quoted
pricing. After some review and discussion, the motion of Mr. J. Antoline, seconded by Mr. Levenson
to approve quote number QT30600 from Winter Equipment in them amount of $1,877.13 payable
from the Liquid Fuels Fund.
2. Public Works Truck Repairs – There was discussion regarding repairs needed to the trucks.
MAYOR’S REPORT: Mayor Rose presented Council with updates regarding the following issue(s):
1. Traffic Cameras – Internet Service at Crows Run – There was discussion regarding the need to increase
the internet to 20MB for the traffic cameras at Crows Run Road. The proposal for the Borough to help
pay for the internet service after the first two years. After some discussion, it was the consensus to
agree to the proposal.
CORRESPONDENCE:
1. Church of the Redeemed – Use of Outdoor Park – An email was received regarding the upcoming events
for the church. After some review, it was consensus to agree to all of the dates proposed and to
express the need to keep cars from parking, on 11th Street and 3rd Avenue, in a manner that an
ambulance can get through for the Food Bank Times.
2. Dissatisfaction Letter – Landess C. – This matter will be discussed in Executive Session.
3. Norfolk Southern Railyard Co. Pretreatment Permit Application Renewal (01/26/22) – was received and
filed.
4. CEC-PennEnergy Proposed B50 Well Pad (Economy Borough) – (01/26/22) - was received and filed.
OLD BUSINESS:
1. Ordinance No. 566 – An Ordinance Chapter 7 – updating regulations and license requirements for
enforcement by the Health Officer was presented to Council for review. The Borough Secretary verified
that Ordinance No. 566 was adequately advertised under the Borough Code. After some review and
discussion, a motion Mr. J. Antoline, seconded by Mr. Patrick to adopt Ordinance No. 566 was
unanimously carried.
2. Assistant Secretary Position – Mrs. Then, Chairperson of the Finance and Administration Committee,
reviewed the candidates interviewed and made a recommendation to Council. After some review, the
motion of Mrs. Then, seconded by Mr. Levenson to approve hiring Ms. Angel Nelson as the
Assistant Secretary, effective February 7, 2022, at a rate of $14.50 per hour was unanimously
carried.
3. Ground Lease w/Conway Volunteer Fire Department – The Fire Chief stated that a meeting before
Saturday was requested.
NEW BUSINESS:
1. COSTARS 2022-2023 Road Salt Bids – There was discussion regarding the inability to get the salt orders,
our obligation of tonnage and if any credits will be given for the tonnage not available.
OTHER BUSINESS:
Mrs. Then expressed concerns regarding the Paper Recycling Dumpster(s).

EXECUTIVE SESSION: Mr. Falk requested Council go into Executive Session regarding a contractual/personnel
matter at 7:42 p.m., as per the motion of Mr. J. Antoline, seconded by Mr. Levenson.
On the motion of Mr. J. Antoline, seconded by Mr. Patrick to reconvene at 8:18 p.m. was unanimously carried.
There being no further business, the motion of J. Antoline, seconded by Mr. Patrick to adjourn the meeting at 8:19 p.m.
was unanimously carried.
