BOROUGH OF CONWAY COUNCIL
WORKSHOP MEETING MINUTES
Council Chambers, 801 First Avenue, Conway, Pennsylvania
May 04, 2022
MEETING was called to order at 7:00 p.m. with Mr. Falk presiding. The following members of Council and officials
of the Borough were present: Mr. Doug Falk, Mr. John Antoline, Mr. Tim Antoline, Mr. Joe Bohach, Mr. Scott
Levenson, Mr. Aaron Patrick, Mrs. Patty Then, and Borough Secretary Margie Nelko.
ABSENT: Mayor Debbie Rose
PLEDGE OF ALLEGIANCE
MAINTENANCE SUPERVISOR’S REPORT: This report was ordered received and filed.
There was discussion regarding the Air Relief Valve and Master Meter Change being completed with not issues.
Mrs. Then reported that the outside light timers need adjusted.
FIRE CHIEF’S REPORT: This report was ordered received and filed.
There was discussion regarding the location of a self-contained breathing apparatus that Mr. Skocich had that was
inspected every year.
EMA COORDINATOR’S REPORT: No Report.
FINANCE & ADMINISTRATION COMMITTEE REPORT: Mrs. Then, Chairperson of the Finance and
Administration Committee, presented Council with updates regarding the following issue(s).
1. List of Bills - A list of expenditures for the time period of April 21, 2022 through May 4, 2022, in the
amount of $23,678.74 from the General Fund, and expenditures in the amount of $53,339.48 from the
Water & Sewer Fund were presented to Council for review. After some review, the motion of Mrs.
Then, seconded by Mr. Levenson to approve the List of Bills as presented was unanimously carried.
PARKS & RECREATION COMMITTEE REPORT: No Report.
Mr. J. Antoline stated that the T-Ball field is being turned into a usable field.
Mrs. Then stated that the 2022 Community Yard Sale will be on June 18, 2022 from 9 a.m. to 1 p.m.
Mrs. Then is applying for a T-Mobile Grant and for help with playground upgrades.
PLANNING, ZONING & ORDINANCE COMMITTEE: No Report.
PUBLIC RELATIONS REPORT: – Mr. Levenson, Chairperson of the Public Relations Committee, presented
Council with updates regarding the following issue(s).
1. Email Support Resignation – Course Vector – Course Vector will not be supporting email services as of
August 2022. There was discussion on Microsoft, Google and getting a quote from MGSoftnet for
transferring emails and services.
There was discussion regarding the Solar Panel Proposal being ready with different layouts and the next meeting has
been scheduled.

PUBLIC SAFETY COMMITTEE REPORT: – No Report.
PUBLIC WORKS COMMITTEE REPORT: No Report.
There was discussion regarding the railing section of the sewage plant and the need to discuss further with the Sewage
Plant Operator for prices.
There was discussion regarding basketball hoops uptown and the lack of funding for backboards at this time.
MAYOR’S REPORT: No Report.
CORRESPONDENCE:
1. Letter of Recommendation for Church of the Redeemed – The Borough Secretary was asked to write a
letter of recommendation for the Church of the Redeemed to help with being a recipient of a grant.
2. LSA Grant Support Letters – State Representative Matzie has sent letters of support for the grants that was
applied for. The Borough Secretary stated that she has received responses for two (2) of the applications.
3. PSAB Proposed Constitution Amendment (Article VI Amendments) – This notice was received and filed.
OLD BUSINESS:
1. Borough Copiers – There was discussion regarding the option to buy or lease the equipment. The
Borough Secretary was asked to research the expiration of the current agreement and current maintenance
agreement if they are separate.
2. Ground Lease w/Conway Volunteer Fire Department – There was discussion regarding the removal of
number 16 from the agreement and the next scheduled meeting.
NEW BUSINESS:
1. Beaver County Regional COG (BCRCOG) 2022 Summer & Winter Commodities Agreements – The
Borough Secretary prepared the agreements for Council’s review. After some review, the motion of Mr.
J. Antoline, seconded by Mr. Levenson to approve signing and execution of the BCRCOG
agreements was unanimously carried.
2. Beaver County ARPA (BCARPA) Municipal Infrastructure Grant Agreement – After some discussion,
the motion of Mr. T. Antoline, seconded by Mr. Patrick to approve and execute the BCARPA
agreement was unanimously carried.
3. Resolution No. 2022-09 – Beaver County ARPA Municipal Infrastructure Grant Agreement Execution –
A Resolution authorizing the execution of a SLFRF Recipient Agreement with the County of Beaver,
designating signatories and representative was presented to Council for review. After some discussion,
the motion of Mr. T. Antoline, seconded by Mr. Patrick to adopt Resolution No. 2022-09 was
unanimously carried.
OTHER BUSINESS:
There was discussion regarding Invoice No. 21-0167-1 from Stefanik’s Next Generation Contracting Co. regarding the
pumphouse reconfiguration.
The Borough Secretary presented Council with the 2022 Roadway Program Advertisement for consideration. After
some review, the motion of Mr. J. Antoline, seconded by Mr. Bohach to authorize the advertising of the 2022
Roadway Program Bid Information was unanimously carried.

ADJOURNMENT: There being no further business, the motion of Mr. J. Antoline, seconded by Mr. Patrick to
adjourn the meeting at 7:46 p.m. was unanimously carried.
