BOROUGH OF CONWAY COUNCIL
WORKSHOP MEETING MINUTES
Council Chambers, 801 First Avenue, Conway, Pennsylvania
February 1, 2023
MEETING was called to order at 7:02 p.m. with Mr. Timothy Antoline presiding. The following members of Council
and officials of the Borough were present: Mr. Tim Antoline, Mr. John Antoline, Mr. Joe Bohach, Mrs. Hertneky, Mr.
Hertneky, Mr. Scott Levenson, Mrs. Patty Then, Mayor Debbie Rose and Borough Secretary Margie Nelko.
PLEDGE OF ALLEGIANCE
PUBLIC COMMENT: (Agenda Items) - None
MAINTENANCE SUPERVISOR’S REPORT: The Public Works Supervisor was not in attendance. This report
was ordered received and filed.
FIRE CHIEF’S REPORT: The Fire Chief was not in attendance. This report was ordered received and filed.
EMA COORDINATOR’S REPORT: The EMA Coordinator was not in attendance. This report was ordered
received and filed.
Mrs. Then stated that the EMA Coordinator inquired about the Hazard Mitigation Program Grant for a generator and
found that it granted “After” the need for one, not before. Mayor Rose will reach out to them to discuss the matter
again.
ADMINISTRATION & PUBLIC RELATIONS COMMITTEE REPORT: None.
FINANCE & GRANTS COMMITTEE REPORT: Mr. Levenson, Chairperson of the Finance and Grants
Committee, presented Council with updates regarding the following issue(s).
1. List of Bills - A list of expenditures for the time period of January 19, 2023 through February 1, 2023, in
the amount of $38,010.37 from the General Fund, expenditures in the amount of $4,638.60 from the
Liquid Fuels Fund and expenditures in the amount of $48,367.88 from the Water & Sewer Fund were
presented to Council for review. After some review, the motion of Mr. Levenson, seconded by Mr. J.
Antoline to approve the List of Bills as presented was unanimously carried.
PARKS & RECREATION COMMITTEE REPORT: Mrs. Hertneky, Chairperson of the Parks & Recreation
Committee, presented Council with updates regarding the following issue(s).
1. Beaver County YMCA Summer Recreation Program 2023 – After some review and discussion, it was
the consensus of Council to not participate in the 2023 YMCA Summer Recreation Program.
2. Swift 911 Reach Update – There was discussion regarding the Rave Fees and the various uses. The
Borough Secretary was asked to hold payment of $400.00 until Mrs. Hertneky approved release.
PLANNING, ZONING & ORDINANCE COMMITTEE: Mr. Hertneky, Chairperson of the Planning, Zoning &
Ordinance Committee presented Council with updates regarding the following issue(s).
1. List of Rental Properties and Landlords – The document is being worked on.
PUBLIC SAFETY & HEALTH COMMITTEE REPORT: No Report.
PUBLIC WORKS COMMITTEE REPORT:

1. Leaf Machine – Fixing or New – Mr. Bohach presented Council with information regarding a new tow
behind machine recommendation for approximately $8,000.00 which should be ordered in March/April in
order to use this year. After some discussion, it was the consensus to sell the old Leaf Machine on
Municibid.
2. Gratty Park Tree Removal – Mr. Bohach recommended renting a wood chipper to dispose of the cut dead
trees in the park and having the chips placed at the firehall area for the residents to use. There was
discussion regarding the need for gravel at the dumpsters.
MAYOR’S REPORT: No Report.
CORRESPONDENCE:
1. Norfolk Southern Railyard Sample Analysis Report (Dated 01/11/2023) – This document was ordered
received and filed.
OLD BUSINESS:
1. J. Brunner – Cardboard Containers – There was discussion regarding the Conway Lounge’s possible
interest in participating in the cardboard recycling by moving a dumpster to their location. Mr. J.
Antoline is to call J. Brunner to see if the price would change for two (2) dumpster locations.
2. COSTARS 2023-2024 Road Salt Contract Participation Registration – This matter was tabled until the
Beaver County Regional COG information is received.
NEW BUSINESS:
1. 250 13th Street Damages – A letter and pictures were received regarding crack damage to a wall that could
have possibly come from the equipment used to repair the water line in front of the property. Mr. T.
Antoline volunteered to reach out to Stefanik's Next Generation Contracting Co. to discuss this matter.
OTHER BUSINESS:
There was some discussion regarding flags and brackets for the poles within the Borough, how many are needed and
the possibility of accepting donations to help with the expense.
PUBLIC COMMENT: None.
There being no further business, the motion of Mr. J. Antoline, seconded by Mr. Levenson to adjourn the meeting at
8:05 p.m. was unanimously carried.
