BOROUGH OF CONWAY COUNCIL REGULAR MEETING MINUTES Council Chambers, 801 First Avenue, Conway, Pennsylvania May 17, 2023 MEETING was called to order at 7:00 p.m. with Mr. Tim Antoline presiding. The following members of Council and officials of the Borough were present: Mr. Tim Antoline, Mr. John Antoline, Mr. Joe Bohach, Mr. Mark Hertneky, Mr. Scott Levenson, Mrs. Patty Then, Borough Secretary Margie Nelko, Borough Solicitor Kate Diersen and Borough Engineer Emile Ketterer. ABSENT: Mrs. Jocelyn Hertneky Mayor Debbie Rose PLEDGE OF ALLEGIANCE PUBLIC COMMENT (Agenda Items): None. RECOGNITION OF VISITORS: None. ADMINISTRATION & PUBLIC RELATIONS COMMITTEE REPORT: No Report. FINANCE & GRANTS COMMITTEE REPORT: Mr. Levenson, Chairman of the Finance & Grants Committee, presented Council with updates regarding the following issue(s). 1. List of Bills - A list of expenditures for the time period of May 4, 2023 through May 17, 2023, in the amount of $31,829.71 from the General Fund, expenditures in the amount of $314.53 from the Liquid Fuels Fund and expenditures in the amount of $9,882.61 from the Water & Sewer Fund were presented to Council for review. There was some discussion regarding Check No. 27372, Check No. 27384 and Check No. 27392. After some review, the motion of Mr. Levenson, seconded by Mr. J. Antoline to approve the List of Bills as presented was unanimously carried. 2. Budget Reports – These reports were ordered received and filed. 3. Treasurer Report – These reports were ordered received and filed. 4. BVRPD Payment – There was discussion regarding the Borough of Conway’s monthly payments of $51,904.10 to the Beaver Valley Regional Police Department (BVRPD). Payments from May through December 2023 will total $363,328.71. After some review and discussion, the motion of Mr. Levenson, seconded by Mr. Hertneky to authorize 2023 monthly payments to the BVRPD in the amount of $51,904.10 was unanimously carried. PARKS & RECREATION COMMITTEE REPORT: The flags for Memorial Day have been done and are ready to be placed on the poles. The amount spent for the flag program this year was $649.89. PLANNING, ZONING & ORDINANCE COMMITTEE: No Report. PUBLIC SAFETY & HEALTH COMMITTEE REPORT: No Report. Mr. Bohach was approached with the question of whether there was going to be meeting to introduce the BVRPD. Mr. Levenson stated that the BVRPD Committee is hoping to have an Open House in July. PUBLIC WORKS COMMITTEE REPORT: No Report. Page 01 05-17-2023 Mr. J. Antoline stated that the fire hydrant has been fixed. There was discussion regarding the price difference for fixing ($1,700.00) or replacing ($7,000.00) the sewer jet and that they can be rented. Mr. T. Antoline recommended sending the jet out for diagnostics before a decision is made. There was discussion regarding the streets needing swept and that the street sweeper was recently sold. MAYOR’S REPORT: 1. Police Reports – No Report The War Memorial has been cleaned up, power washed and flowers will be planted. Mayor Rose will be asking for help. Officer Shillingburg will be receiving an award on Friday, May 19, 2023 at 10 a.m. at the Beaver County Courthouse. We would like to place pictures on the website. ENGINEER’S REPORT: 1. 2022 EPA Report – This report was submitted as required. There were no significant findings reported. The Borough Engineer presented Council with an update regarding the meeting with DEP and Baden Municipal Authority regarding the Act 537 Plan for the Conway-Baden Municipal Authority Sanitary Interconnect. The 2023 Roadway Program has been cancelled and the bonds have been returned. The Borough Engineer would like to begin surveying and preparing the necessary work to begin the 11th Street Waterline project. The project has to be under contract by the end of 2023, as per Beaver County ARPA. It was the consensus of Council to have the Borough Engineer to begin the work needed. The Borough Engineer stated that after reviewing the list of questions regarding the Farragut Lots, it was determined that no answers could be provided without expenses accruing. SOLICITOR’S REPORT: No Report. CORRESPONDENCE: 1. Harshman CE Group, LLC – Monthly Report –This document was ordered received and filed. Members of Council would like to see all the complaints received regardless of a violation or not. 2. Beaver County Humane Society Executive Director (New) – This document was ordered received and filed. 3. PennDOT Local Road Traffic Counting Program (2023) – This document was ordered received and filed. 4. Community Development Block Grant Re-Qualification Process - This document was ordered received and filed. OLD BUSINESS: 1. BVRPD Gym – No update at this time. 2. Stefanik’s Next Generation Contracting Co. – Inv. 22-0142-1 – The Borough Secretary presented Council with the documentation of the insurance breakdown for the water line break. After some discussion, it was the consensus to pay Stefanik’s Next Generation Contracting Co. the insurance reimbursement of $12,434.62. Page 02 05-17-2023 NEW BUSINESS: None. OTHER BUSINESS: None. PUBLIC COMMENT: None. There being no further business, the motion of Mr. J. Antoline, seconded by Mr. Hertneky to adjourn the meeting at 7:48 p.m. was unanimously carried. Margie L.
