COOKEVILLE CITY COUNCIL REGULAR MEETING APRrL 2,2020 5:30 P.M. The Council of the City of Cookeville met in regular session on Thursday, Apil2,2020,at 5:30 p.m., via electronic means (Zoom) as permitted by Executive Order No. 16. Pastor Bobby Davis of Life Church gave the invocation. Mayor Shelton led the Pledge of Allegiance. Mayor Shelton then called the meeting to order and asked the Clerk to call the roll. CONSIDER APPROVAL OF LEASE AGREEMENT (BUS PARKING) WITH BLOOD ASSURANCE Blood Assurance . Blood Assurance is leasing building located at 155 West Broad . They need a parking space for their donor bus. . This lease will allow them to park their bus in our gas department parking lot, for $365 per year. . The lease is for 5 years, renewable for 5 additional years. . Blood Assurance is responsible for providing electrical service to the area, and any required pavement markings and signage. Councilman Walker raised concerns about the lenglh of the lease. Councilman Miller made a motion, seconded by Councilman Womack, to approve the lease agreement (bus parking) with Blood Assurance as recommended. Kelly,Director ?4\- DATE: March3l,2020 SUBJ: Consulting Agreement - Water Treatrrent Plant During the next City Council meeting I will be seeking Council authorization for the City Manager to enter into a Consulting Agreement with Troy Taubert dba Roaring River Consulting. The agreement will allow us to bring TroyTaubert into our Water Treatuent Plant to familiarize him with our day to day operation- Troy is a licensed Grade [V Water Treatnent Plant Operafor and provided technical and regulatory assistance to Water Treatuent Facilities during his time with TDEC. Troy would work with the existing Plant Operators on an hourly basis, which we anticipate being in the 50-60 hour range. This would provide our facility with an outside operator to call in, ifneede4 due to the curent COVID19 outbreak. We have agreed on an hourly rate of $75 per hour and it is my recommendation thatthe City Cormcil authorize the City Manager to enter into this agreemenL If you have any questions conceming this matter please feel free to give me a call. CTI's services will allow our deparftnent to meet TDOT,s time frame for including our utility relocation into the TDOT project. Upon call for a vote, the following voted aye: Mayor Ricky Shelton Vice-Mayor Laurin Wheaton Councilman Mark Miller Councilman Eric Walker Councilman Charles Womack The City Clerk announced that the motion carried. CITIZENS REQUEST FOR HEARING BEFORE CITY COUNCIL: No requests. HEARTNG FROM OFFICERS, COUNCILMEN AND CITY MANAGER: City Manager James Mills spoke about the CookevilleCares.com website as a trustworthy resource for Covid-l9 information and mentioned the ability for those 65 years of age or older to sign up for daily wellness calls. The City Council expressed their appreciation to those on the front lines of the fight against Covid-l9 and encouraged all citizens to do their part in stopping the spread of Covid-l9 by staying at home and following the guidance of Federal, State and Local offrcials. MAYOR'S COMMENTS: Mayor Shelton asked that we keep our health care workers in our thoughts/prayers and expressed his desire for citizens to practice social distancing and stay at home whenever possible.
