5:30 p.m., in the Municipal Building, 45 E, Broad Street,

Mayor Ricky Shelton called the meeting to order. Present and answering roll
call were:

Vice-Mayor Laurin Wheaton gave the invocation. Mayor Ricky Shelton led the
Pledge of Allegiance.

Vice-Mayor Laurin Wheaton made a motion to approve the agenda as

the Environmental Appeals Board for a five (5) year term, expiring July
2026. The motion was seconded by Vice-Mayor Laurin Wheaton. Upon

Police Chief Randy Evans presented Distinguished Citizen Awards to:
Randy Keifer of Stone Steel for his longstanding support of the
CPD Citizens Police Academy, the TACP Scholarship Fund and
multiple charitable events for the community.
Ben Prine of Chick-fil-A for his support of the TSSAA event, the
CPD Citizens Police Academy, and providing meals to officers
during extended work events.

Consider approval of minutes of council meetings held on June 17,
2O2L and June 25, 2O2L,
Vice-Mayor Laurin Wheaton made a motion to dispense with the
reading of the minutes and approve said minutes as submitted. The

SUBJECT: Request to Purchase Fortinet Firewalls and Netvrulrk Monitoring Appliances
At the July l't City Council Meeting, I will be seeking Council approval to purchase two (2) Forti,net
FortGate 6018 firewall appliances, a FortiAnalzyer 200F network monitoring appliance, and 36-month
support agreements and softrrare subscriptions for all three appliances.
The support agreement on our existing firewalls expires in August" The manufacturer, Sophos, has declared
them "end of life." Our division took this opportunity to evaluate their replacement firewall platform along
with several of the other major fuewall products that are currently available, and we think the Fortinet
firewalls will provide the City with the best security and functionality for the money.
With your approval, we will be purchasing these items from SIII Inc. using the Sourcewell purchasing
conffact. I have attached a copy of their quote for your review.

SUBJECT: Request to Purchase Carbon Black Antivirus Software Subscription
At the July l't City Council Meeting, I will be seeking Council approval to purchase a 36-month subscription
for the Carbon Black antivirus software. This will allow us to use Carbon Black on up ta 375 cornputers and
all the City's servers.
The subscription on our existing Sophos antivirus software expires in August. We first learned about
Carbon Black last year when it was used by the incident response consultants that worked with Putnam
County. Carbon Black has allowed us to demo their software on a limited number of computers, and we
have been exffemely impressed with its capabilities and performance.
With your approval, we will be purchasing the subscription from SHI Inc. using the State of Tennessee's
NASPO purchasing conffact, I have attached a copy of their quote for your review.
