The Cookeville City Council met in regular session on Thursday, December 5, 2024,
at 5:30 p.m., in the Municipal Building, 45 E. Broad Street.
CALL TO ORDER AND ROLL CALL
Mayor Wheaton called the meeting to order. Present and answering roll call
were:

Pastor Randy Hill of New Beginning Fellowship Church gave the invocation.
Mayor Wheaton led the Pledge of Allegiance.

NEW BUSINESS - PUBLIC HEARINGS AND ACTION ITEMS
Hold a public hearing and consider on first reading Ordinance #024-
11-25, rezoning property located at 3429 Lee Seminary Road (Tax
Map 064, Parcel 071.00) from RS-20 (Single-Family Residential) to
CI (Commercial-Industrial Mixed-Use) of Cookeville for public
infrastructure upgrades and improvements for the construction of
the Willows Shopping Center.

No one spoke at this public hearing.
Vice-Mayor Eldridge made a motion to approve on first reading
Ordinance #024-11-25. The motion was seconded by Councilman
Walker. Upon call for a vote, the motion carried with the following

CITIZENS REQUEST FOR HEARING BEFORE CITY COUNCIL

HEARING FROM OFFICERS, COUNCILMEN AND CITY MANAGER
City Manager James Mills announced the cancellation of the first City Council
meeting of January 2025, dated 1/2/2025, stating there will only be one City
Council meeting held in January 2025.
MAYOR'S COMMENTS
Mayor Laurin Wheaton announced the tree lighting will be held on Sunday,
December 8th at 6pm. Mayor Wheaton also announced the Christmas Parade
will be held on Saturday, December 14th at 6pm.
ADJOURNMENT
There being no further business, Mayor Wheaton declared the meeting
adjourned at 5:37 p.m.

Thank you for considering Colliers International Valuation & Advisory Services, LLC for the assignment(s)
identified in the below stated Professional Services Agreement. Please sign a copy of the agreement and
return it to me, thereby indicating your authorization for us to proceed with this assignment.
Professional Service Agreement:
• Scope of Assignment: Appraisals for W. Stevens Street Improvement Project
• Total Tracts: 25
• Total Appraisal Fee: $73,750 ($2,950 per tract, average)
• Retainer Fee: $14,750 (20% of total fee)
• Delivery Dates: Attachment A - 9/15/23, Attachment 8 - 10/31/23, Attachment C
- 11/30/23
Scope of the Assignment:
The base appraisal fee and delivery dates are established upon the appraisals of twenty (25) tracts
affected by this project. Each tract has been identified by its tract number, map/parcel number, and
address in the chart included on the following page. Each appraisal will be submitted in accordance with
its corresponding attachment due date and will be on standard TOOT appraisal forms and prepared in
conformance with the Tennessee Department of Transportation (TOOT) Guidelines for Appraisers and
Standards 2-2(a) of the Uniform Standards of Professional Appraisal Practice (US PAP) as defined by the
Appraisal Standards Board of the Appraisal Foundation. Tracts 2, 5, 9, 10, 12, and 13 will be treated as
Formal appraisals. Per TOOT guidelines, a Formal appraisal includes a complete before and after
appraisal of the entire tract including all land and improvements, considering damages and benefits to the
remainder where applicable. Tracts 11, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 26, 27, 29, 30, 31, 32, 33,
and 34 will be treated as Formal Part-Affected (FPA) appraisals. FPA appraisals include the appraisal of
the "larger parcel" and any improvements affected. Both formats are standard for TOOT. In return for said
services, our fee would be $73,750.
Compensation:
A retainer fee of $14,750, 20% of total fee, will be remitted to Colliers upon receipt of an invoice for the
retainer amount. The balance of the Appraisal Fee will be due upon receipt by the City of Cookeville of
the electronic version of each final complete report.
If litigation services are warranted (to include pre-trial, deposition, or court testimony), an additional fee of
$300 per hour, with a half-day minimum, will be required. Said additional hourly rate is consistent with the
current Tennessee Department of Transportation (TOOT) continuous contract. Payment of said fees
would be as follows:

RE: Surplus Items
The Department of Leisure Services and Public Facilities has several items of equipment and four
vehicles that are in poor condition and no longer in use and I am requesting they be added to the list of
surplus items to be sold.
Here is the list of items and a brief description:
