COOKEVILLE HISTORIC ZONING COMMISSION MINUTES JANUARY 12, 2016 5:00 P.M. The Cookeville Historic Zoning Commission met on Tuesday, January 12, 2016, at 5:00 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Lee Carney, Calvin Dickinson, Cathy Lamb, Greg Stamps, Chris Wakefield, and Julia Woodford. MEMBERS ABSENT: Alma Anderson. STAFF PRESENT: Jayne Barns and Ken Young. STAFF ABSENT: James Mills. OTHERS PRESENT: James Kuykendall, Carolyn Leslie, Eldon Leslie, Lee Ann Hall, Reilly Reagan, Heather Robbins, Ty Kernea, Glen Whittaker, Cindy Putnam, Brandy Parker, Barrett Steakley, Katelyn Steakley, Pam Pate, Craig Fickling, Travis Jarrell, Marcia Donovan, Bruce Anderson, Peter Metts, Lauren Metts, Alice Brown, Vicky Draper, Tonya Vaughn, Kelly Tayes, Will Roberson, Danny Hall, Debbie Hall, David Hume, Sherri Lytal, Scott Lytal, Lindy Lynn, Jack Lynn and Beverly Carlen. CONSIDER FOR APPROVAL THE MINUTES OF OCTOBER 14, 2014. Calvin Dickinson made the motion to approve the minutes of October 14, 2014. Lee Carney seconded the motion and the motion carried unanimously. APPROVED. CLAUDETTE STAGER WITH THE TENNESSEE HISTORICAL COMMISSION WILL BE GIVING A PRESENTATION ON THE NATIONAL REGISTRY OF HISTORIC PLACES AND TO DISCUSS THE POSSIBILITY OF PURSUING THIS DESIGNATION FOR THE HISTORIC OVERLAY ZONING DISTRICTS. Claudette Stager gave a presentation on the history of the National Registry of Historic Places and the criteria that they use to see if a structure, object, or district complies with their regulations. Ms. Stager outlined the criteria for the National Registry of Historic Places by the following categories: (1) Events, (2) People, (3) Architectural and (4) Archaeology. Ms. Stager stated that there can also be levels of significance which include local, state, or national landmarks and that during the evaluation process, the Review Board also looks at the following (1) Age, which has to be 50 years old or older, (2) Integrity of how the alterations or loss of materials impact the eligibility, and (3) Significance of being associated with events, people, or places of the past. Ms. Stager continued by stating that local governments can apply for planning grants to establish a preservation planning plan. There are also brick and mortar grants available for local governments, for example, to help replace a brick wall by an historic cemetery. HISTORIC ZONING COMMISSION 2 JANUARY 12, 2016 Dan Brown, from the Tennessee Historical Commission, stated that there are not any restrictions that the residents have to follow and that the National Registry is voluntary. Mr. Brown added that the City of Cookeville has already done the hardest aspect which is creating guidelines and boundaries for historic districts. Marcia Donovan asked if the grants could be used to provide underground electric to Historic Districts. Claudette Stager responded that if the funding was a federal grant, then it would be possible. Claudette Stager stated that their office would need detailed information on each structure in each Historic District before they could recommend which properties would be eligible for placement on the National Registry. Ken Young stated that he would get a copy of the details of each structure in each Historic District and send it to the Tennessee Historic Commission for them to review. ADJOURNMENT: 5:45 P.M.
